I County Commissioner Responds I j "* M lam responding to "The Tally Sheet" written by Bud Tally which appeared in the Much H iji » 23, 1972 issue of the "Tri-County News. " In this article, Mr. Tally authoritatively express-1 ed his personal opinions on candidates for the forthcoming Mitchell County Primary on My H $; g 6th. Mr. Tally expressed support for Carl Baker and Glen Buchanan for re-election as H fi| County Commissioners, pointing to their various accomplishments. He made no reference H 9,t0 my views or positions and in so doing would have the people of Mitchell County tWnk H a 1 oppose such things as the Mayland Technical Institute for which I worked so hard to get ft ■ into the county. Two years ago, Mr. Tally strongly supported ny bid for re-election. To- H g day he doesn't and I want the people to .mow that it is for personal reasons—not profession- H g al reasons. is * ... ■ $ ■ When we finally achieved the Institute in our county, Mr. Tally sought a position on g X I the Board of Directors. I opposed his appointment for one reason—l felt his age (he is 75 H £ gor older) would not allow him to serve the people with the same enthusiasm and inthe H g same efficient manner as could a younger man. This is why he opposes me now. g v H v! 9H nr*' H » Mr. Tally is not a native of Mitchell County and yet he would have you believe he is an g gy authority on the county aid the candidates for the upcoming primary. But as an example 9 H| of his judgment and knowledge, he says in this same article, "We have coming up for elec- g 9 tion a Clerk of Court, a vitally important j0b..." He should know that there is no Clerkcf B 9 Court election coming up on May 6th. This error by Mr. Tally caused by memory or know- g I ledge or judgment is but one example of why I favored a younger, rrore alert person for the $; H| highly responsible position of director of the Mayland Institute. ____ ' H X; B ■ - \ Vi 9 During 1969 and 1970 when the County Commissioneis were J. Dont Street, Bill Slagle B I and myself, Mr. Tally worked closely with us to get the vocational additions to Bowman* B S ■ ancj Spruce Pine high schools. This same board unanimously voted to support a Technical B :j:j B institute for Mitchell County and sent Mr. Tally to Raleigh to seek support. B :•:> I A || Another point in Mr. Tallys sheet concerned, my apparent opposition to the one-cent 9 sales tax. I have always believed in democracy.. It was and still is my contention that the B HI people of Mitchell County by an election, shpuld decide whether they wanted a local one- B I cent sales tax levied and not three men decide such a-major issue. g Mr. Tally doesn't appreciate the hardship* the people of Mitchell County encounter be "l cause of the small income attributed to tanning. Counties people have complained to B vl 9 me about heavy taxation and this is why I feel they, not the County Commissioners, should B i;i; B decide upon another tax burden like the one-cent sales tax. Mr. Tally evidentally does B X B not know that we received the sales tax (about $107,000) after we had already approved the B 99 year's budget so that it is actually surplus money. All this surplus money isn't being used m B f° r education as perhaps it should be, but is being used in a wasteful manner. So did we B M need the tax to begin with? To consume part of the approximately $145,000 surplus money, B B 1 made the motion to the Board to reduce the tax rate 12 1/2 % and give some of this back B B to the taxpayers, but Buchanan and baker rejected the motion. B B , Mr. Tally doesn’t know when there is surplus money coming into the county it is placed B B into a fund called "County General Fund." From here the money can be and is being spent I I for many unnecessary things that are unknown to the taxpayers of Mitchell County. Also B’ £• B Mr. Tally nor very few homeowners are aware of the fact that 50% or imre of the Mitch; 11 B I County homeowners will receive another tax increase from the new tax listing prat»dure. B The increase would come about by using 15% of the value of your home as the household g B furniture value. This is something that homeowners will become aware of in theirnext tax B B statement in November. This new procedure was introduced by Buchanan and Baker.
