Helms Criticises
Budget Proposal
Senator Jesse Helms said
recently that Joseph Califano,
Secretary of Health, Educa
tion and Welfare, now seems
to be attempting to take over
the duties of the Secretary opf
Agriculture.
The Administration's new
budget proposal would mean
that the 'Oxford. North Caro
lina. Tobacco Production Re
search Station would be
closed. Three other stations
would also be shut down, and
programs would be sharply
curtailed at three others
around the nation.
In voicing his support for
continued research on tobacco

years ago (1974), fell to about
$20 billion in 1977. To cut
research programs out from
under the American farmer in
this manner again shows an
insensitivity to what is hap
pening to farmers all over the
nation.”
Senator Helms added, “I
will fight these proposed cuts.
1 guarantee that Senator
Talmadge and I will do
everything necessary to block
Secretary Califano in this
matter.” Talmadge is chair
man of the Senate Agriculture
Committee. Helms said he
and Talmadge would take the
matter to the Senate Appro
priations Committee, if ne
cessary.
“Research on tobacco is
essential to our farmers. The
Oxford Station has been very
active in developing new
disease and insect resistant
varieties which would lower a
farmer’s production costs,”
Helms said.
“Additionally, the scien
tists there have been identify
ing undesirable chemical con
stituents in tobacco, and have
been able to develop varieties
that will be safer for the
consumer.
“It just seems incredible
that Mr. Califano’s influence
can reach so deep into the
Agriculture Department,”
Helms continued. “Our'far
mers and those who use
tobacco products will suffer if
Mr. Califano is allowed to
prevail.”
