A draft of 9 local ordinance
regulating the construction, location
and permitting of wells received the
unanimous support of the Brunswick

night.
Copies of the proposed ordinance i
will be sent to area welldiggers for
comment and a public hearing will be i
held before final adoption. I
Once the ordinance is approved by I
the health board, it must be forwarded
to the Brunswick County Board of I
Commissioners for enactment. I
The soonest it would go into effect I
would be July 1, the start of the next I
budget year. I
Present county regulations are
very specific as to where a septic !
tank can be located in relation to !
drinking water supplies. But, if the (
septic tank is installed first, once the j
permit is issued, the well can actually
be located anywhere the owner (
likes on the lot?even it creates a c
potential hazard to their drinking
supply or prevents development of an t
adjoining lot. v
The proposed ordinance seeks to s
remedy that kind of situation. It
outlines specuic aumumun fWi ,
struction, standards not generally t
followed presently and that will add
nugmiy iu uie cost 01 a wcii inhumation,
indicated John Crowder. These c
standards include location and ex- s
cavation of the well, placement of the a
casings, screens and fittings, I
development and testing. [
ALso included would be a "con- t
sumer protection" clause that re- (

was actually put in the ground. This
would include the size and depth of
the well and casing, method and
depth of grout, static and pumpdown
water levels, yield in gallons per

Enforcing the ordinance will be
relatively simple for new construe
that are already developed.
For new sites, permanent electrical
hookups won't be allowed until
the electrical inspector certifies that
the well supply has been approved by
the health director. A certificate will
yi issued for that purpose.
The ordinance calls for installation

lisposa) system is installed, with a
joint final inspection of both systems.
It requires a well capable of proiucing
at least 75 gallons of water per
iay per person.
While samples will not be taken at
;very well site, the department
vould reserve the right to take
lamples before approving a system.

Gore try to get the position tilled and
then have that person review the
plans, as he or she would be even
more qualified than a county

example, the health department was
expected to review eight subdivision

its regular environmental health
workload.
"After years of trying, we find
ourselves unable to do this," he said.
Other Business
In other business, the board:

proposed for the 1985-86 budget.
Blum also noted that overtime pay
had been approved for the animal
control staff to avoid excessive accrual
of compensatory time that staff
cannot take. A major restructuring
of the program will be proposed next
month, he said.
Gave its support to development
of a proposal to provide long-term
care screening of patients due to be
released from local hospitals for
possible admission to long-term care
centers. The purpose of the program
is to identify ways of avoiding institutional
care through other support
programs and possibly helping to
start new programs.

relocation of a one-half mile
section of the roadway to move it further
away from the ocean. Staff will
make a feasibility study to determine
if this is a viable alternative. In the
