The regulations will go into effect no sooner than September. A public hearing must be still be held and other legal steps taken. The changes would be: No menhaden fishing on weekends during the su mm s ** mori ^ ^ c (Memorial Day to Labor Day) from sunset Friday to sunrise Monday; No menhaden fishing within IS miles of the point of origin of major fishing tournaments; and A requirement that all menhaden fishing companies fishing in North Carolina sign memoranda of understanding with the coastal communities off whose shores they fish. The agreements would cover reporting and notification requirements for fish spills and the clean-up of such spills. While these proposals deal only with multiple use conflicts, the committee's chairman, Dr. Michael Orbach, says the broader biological and economic issues relating to the fishery will be discussed over the summer. That means, he acknowledged, that changes in those other areas could not be completed in time for enforcement during the fall season. C.B. However, the staie legislature may move to restrict menhaden fishing before the commission. Or. Wednesday the House Marino Fisheries Committee, of which Hep. David Redwine is vice chairman, was to address the two bills introduc ed in the House in an attempt to begin regulating the menhaden industry. One of those bills, H.B. 751, introduced by Rep. Harry Payne of New Hanover County, asks that the menhaden industry be restircted from fishing within three miles of the bCoCii In case it's needed, Rep. Redwine said he is drafting a committee substitute for his own local bill, the second bill mentioned. The revised version would apply to Brunswick, New Hanover and Pender counties. It would restrict menhaden fishing to lli miles offshore, ban menhaden fishing in rivers and sounds, establish a reduced menhaden season, require that memoranda of understanding be developed with each county as well as each municipality and would impose a fine?possibly $5,000?if a pogey boat is caught in the act of a spill. Redwine said a number of Brunswick and New Hanover county residents have announced plans to attend the committee meeting, including Hall Watters of Winnabow. A former pilot for a menhaden fishing company, he was appointed in Febraury to the Marine Fisheries Commission along with Caroon.
