The problem, Holden explained, is compiying with the deadline for the new regulations when it is impossible to begin construction of houses already under contract under the old regulations because of the backlog. r?... The new regulations will raise the costs of house construction from $2,000 to $3,000, according to Holden. He said the town needs to have input on regulations which affect it and should be made aware of proposals before they are adopted.
