Designs now call for a 24-inch i
diameter line for that segment. I

for discussion were 1) a "take
and pay" system, or monthly
payments for up to a predetermined
maximum amount of water per
month, with the cost preset or lied to
the cost of repayment of bonds and a
percentage of operation and

use," or a system In which the purchaser
pays up front a pcrcentaKe of
llie capital costs and in turn receives
u percent of the system's capacity. In
addition the purchaser would pay a
