Holden Beach Commissioners on Wednesday voted
to ask the governor to intervene in the proposed adoption
by the Coastal Resources Commission of regulations
governing construction along estuarine waters.
The regulations are scheduled for final consideration
by the CRC at its meeting today (Thursday) and.
Friday in Kill Devil Hills. The intent of the regulations
would be to help protect estuarine waters from stormwater
runoff.
In a letter to Gov. James Martin signed by Mayor
John H. Tandy, the town requests Martin ask the CRC
to delay adoption until "after the benefits of the regulations
are proven according to the new requirements of
the Administrative Procedures Act."

The mayor suggests in the letter that "there is
growing sentiment" that the push to adopt the new
regulations in December is an attempt to avoid the requirements,
which go into effect Jan. 1.
Tandy also writes of the tnivn'i mnmrn iw cur
members and staff "do not fully realize the impact" of
their proposals.
For instance. Building Inspector Dwight Carroll
calculates the regulations would affect (but not
necessarily prohibit) development of 1,246 lots at
Holden Beach, 659 of which are undeveloped.
Earlier, a CRC staff member had estimated that at
least 100 lots in the county would be affected.
