The recommendation, prepared by Planning Director Joint Harvey, also states the UOB strontfly feels “this should not set a precedent and that there can bo no free rides on water linos, and assessments have to be the rule.” Harx’ey said the Sea Aire Canal subdivision was one of 28 out of 100 requests listed as hi(th priority last year by the UOB to receive county water. However, the board dela.ved Davis’ presentation until tonight (Thursday), saying it wanieu lu wail iiiiiii Frankie Babon returned from an out- of-town trip. On Aug. 7, commi.ssioners re quested the backgound checks on their lop two applicants so Uie board could get a belter picture of the can didates before liiring one. It will be the second lime the board has filled the position since the April 1 resignation of Hilly Carter, who left the post for medical reasons after .serx'ing eight years. Carter addre.ssed a letter to com missioners Monday that Chairperson Grace Beasley read to the board. Dated Aug. 7, the letter sUited that Carter’s agreement to act as consul tant with the county on budget and other matters has been terminated. Following Carter’s resignation as county manager, the board hired M. Thomas Barnes of Halifax County on June 15. Conunissioners asked him to resign on June '22. after learning that Stale Bureau of Inveslination agents had checked into allegations lliat Barnes had produced altered minutes of board meetings while .ser ving as Halifax County ad ministrator. No charges were ever brought against Barnes. Commissioners stated Uiey asked for his resignation because Barnes had not mentioned Uie SBI investigation during an inter view session with the board. It also heard from Boyd William son of the Lcland Sanitary District Hoard of Directors, who said contrac tors have ordered the material to begin laying water lines in the Leiand area.
