AT HOLDEN BEACH Commissioners Adopt $1.5 Million Budget BY DOU<; R UTTER Holden Beach Commissioners adopted a SI. 5 million budget Mon day featuring an increase in water bills but no change in the tax rate. For the second year in a row, pro perty owners will pay taxes based on a rate of 18 cents per $100. With a lax valuation of almost $230 million, town officials expect to collect more than $370,000 in taxes next year. The owner of a SI 00,000 home will pay SI 80 in taxes. Other revenues expected next fis cal year arc S45.000 in utility fran chise tax, $43,450 in street assess ments, $35,000 in local sales and use tax and $108,000 in funds car ried over from this year. Some of the major expenses in the 1990-91 budget include SI 94, 806 for the policc department, SI 57,484 for public buildings, S152.743 for ad ministration, $96,500 for streets and $90,014 for sanitation. Commissioners have set aside SI 00,000 for a new garage and ren ovation of the existing garage so it can accommodate the police depart ment. A new part-time secretary in the inspections department is included in the budget. Town officials also plan to upgrade one of the police of ficer positions to sergeant. The proposed budget also includes $40,000 to continue the underground wiring project and $40,000 for side walks. Commissioner Bob Buck said Brunswick Electric Membership Corp. plans to resume work soon on the wiring projcct, which has been delayed bccausc of a lot of requests for new service. Speaking about the proposed sidewalks, Mayor John Tandy said the town needs something for the safety of children and bicyclers who now have to use the edge of the road. "I'd just like to see us run with that ball pretty hard," Tandy said. "We've just talked and talked and done nothing." In the water fund, town officials expect to collect S296.013 in charges and S2 1 ,500 in tap and con ncction fees. Budgeted costs include SI 3 1,250 in water purchases, S78.218 for debt service and S57.105 in salaries. Water customers will sec an in crease in their bills starting July 1, when the minimum quarterly charge jumps from S30 to S36. Town officials had planned to in crease the charge for cach 1,000 gallons of water in excess of the 2,000-gallon minimum. However, Buck said the town fig ured out the budget using an incor rect figure. The town advertised a proposed increase from SI. 20 to SI. 40 per 1,000 gallons of water. But the actual charges would have gone from SI .50 to S 1 .70. Commissioners agreed Monday night to leave the budget as it was presented and not increase the rate. "This was simply an error, and now it's straightened out," Tandy said. As part of the budget adoption Monday night, commissioners agreed to temporarily postpone the allocation of occupancy tax funds. Buck suggested the "freeze" until the town gets a legal opinion on whether it has complied with slate law in setting up the S260.000 fund. In the occupancy tax fund, com missioners have earmarked S65.000 for a capital reserve fund for dune replacement and spread out the re maining $195,000 in eight areas. Allocations include 560,000 for policc, S50.000 for sanitation, S4 0,000 for administration, S20,000 for public buildings, S10.000 for fire protection, S8.000 for beach pa trol and S7.000 for gas, oil and tires. Holden Beach resident Harold Steorts, an auditor, suggested at the June 17 budget hearing that the town use specific line items when showing occupancy tax expenses. Buck said the town's auditor, Minton Padgett, was not in a posi tion to give a legal opinion, but said the town could contact the Local Government Commission. Buck said a legal opinion probably could be obtained by August. Other Business In other business Monday, com missioners: ?Voted to pay four employees for vacation days they were unable to lake this fiscal year due to work de mands. The action followed a 15 minutc executive session called to discuss a personnel matter. ?Approved the final plat for Yacht Watch subdivision, as recommend ed by the planning and zoning board. Alan Holdcn is developing the subdivision off Brunswick Ave nue West. ?Voted to drop out of the Cape Fear Council of Governments. Town board members said they weren't getting enough out of the organiza tion to make the $600 annual mem bership fee worthwhile. ?Heard from Mayor Pro Tcm Gloria Barrett that the town board recently reviewed the hurricane plan with town employees and members of the evacuation and damage assessment teams. Town staff plans to include a reminder on the July water bill that homeowners can't get back on the island follow ing an evacuation without a vehicle sticker. Beach Looking At Nudity Ban BY DOUG RUTTER Rules against public nudity arc becoming trendy in the South Bruns wick Island beach communities. Not to be outdone by their neighbors at Sunset Bcach and Ocean Isle Beach, Holdcn Bcach officials arc considering an ordinance that would prohibit nudity in public places. Mayor John Tandy said he isn't aware of a nudity problem on the is land, but he knows the ordinance is needed. "1 haven't seen it (nudity), but I'm sure it's out there." Town commissioners are looking at an ordinance that would make it illegal for any female over the age of nine "to willfully expose her breasts in any public area." Exposing is defined as "the revealing of the female breast with less than a fully opaque covering on any portion thereof lower than the top of any part of the areola." It also would be illegal for anyone vo appear in public "in such a state of dress or undress so as to expose to the view of others the human male or female pubic area, pubic hair, anus, vulva or buttocks with less than a fully opaque covering." Commissioners reviewed the ordinance at a special meeting Monday and could adopt it at their July 1 meeting. If Holdcn Bcach adopts the public nudity ordinance, it would be the third South Brunswick Islands community to do so this year. Ocean Isle Beach Commissioners adopted a nudity code in May. Sunset Beach Town Council got the ball rolling in January when it adopted a similar ordinance following two straight 3-2 votes. Holdcn Bcach Town Attorney Kenneth Campbell suggested Monday the board define '^public area" in the ordinance. The Ocean Isle Bcach and Sunset Beach ordinances ban nudity on public beaches, streets and parks. "I think public area is any area that's outside your home," Mayor Pro tcm Gloria Barrett said. Campbell also recommended the town re"ise the penally section, which says a $25 fine would be payable at town hall "upon conviction". The attorney said a person convictcd of breaking a law would pay the fine in district court, and not at the town hall. He said the town could probably just take out the words "upon conviction". Sid Swarts, acting chairman of the Holdcn Bcach Planning and Zon ing Board, pointed out that many of the town ordinances, including its leash law and outside light regulations, say fines are payable "upon con viction". County Inspects Food And Lodging Places Brunswick County environmental health specialists inspected 50 rest aurants as well as other food service and lodging facilities during May. Sanitation grades for restaurants and food or drink stands are based on a system of scoring where an "A" is given to scores of 90 percent or better; a "B" to scores of at least 80 percent and less than 90 percent; and a "C" for a score of at least 70 percent and less than 80 percent.
