22 INDICTMENTS Four More Boys Accuse Shell Point Mori Of Taking Liberties BY ERIC CARLSON A Shell Point Acres man arrested last month for allegedly asking young boys to photograph them selves in the nude has been indicted on 22 felony charges involving pornography, drugs and taking inde cent liberties with six neighborhood boys. A Brunswick County Grand Jury Monday found enough evi dence to prose cute Herbert Clifton Wind ham, 49, of Wren Place, S.W., on 10 counts of dis seminating pornography to a minor, 10 WINDHAM charges of taking indecent liberties with a minor and two counts of de livering controlled substances. Windham is accused of illicit sex ual activities involving two 12-year olds, two 14-year-olds, one boy age 13 and another age 15, all of whom live in the Shell Point area, accord ing to Brunswick County Sheriff's Detective Nancy Simpson. The of fenses are alleged to have occurred WINDHAM between Feb. 2, 1992, and June 27, 1993. Since his arrest on three charges of taking indecent liberties with two boys, another four neighborhood children have reported similar inci dents involving Windham, Simpson said. Some of the alleged victims were identified through photographs seized at Windham's home. Others learned of the investigation by "word of mouth" and contacted po lice she said. "One boy came forward after his mother saw the picture (of Wind ham) in the paper," Simpson said. "The boys told some other boys that they knew had been over to the house. I think there are probably more who arc afraid to get in volved." Like the first two, some of the boys named in the latest indictments allegedly told detectives that Wind ham showed them X-rated videos. Some said they were shown "sex paraphernalia." Some told police they were photographed in the nude, she said. The drug chargcs were filed after two of the boys allegedly told Simpson that Windham gave them drinks containing crushed tranquiliz er pills. "One of the boys recognizes a picture of himself, but doesn't re member it being taken. But he knows Windham gave him Valium," Simpson said. "He doesn't know what else may have happened." Windham was arrested July 18 af ter police learned that he kept a pho to album containing sexually explic it photographs of young boys. A 14 year-old boy was identified from one of the photographs and inter viewed at the sheriff's department. The boy allegedly told Simpson that Windham gave him a Polaroid camera and asked him to take nude photographs of himself and give them to Windham. According to Simpson, the boy said Windham al so showed him sexual devices and nude photographs of other young males. Acting on that information, detec tives obtained a warrant to search Windham's home. There they con fiscated four photo albums, 47 "X rated" videotapes, four bags of pornographic literature, numerous sexual devices, a diary and a bag containing a bra, panties, new video tapes and condoms. Simpson said Windham, who is disabled and unemployed, frequent ly invited boys to his home during the day while his wife was at work. One of the 14-year-olds allegedly told investigators that on about sev en different occasions, Windham gave him a condom and asked him to watch X-rated video tapes. Another boy, age 12, allegedly said that Windham had taken nude pho tographs of him and had also asked the boy to pull his pants down in front of him. In an interview with Det. Gene Caison, a 13-year-old boy allegedly said he had visited Windham's home and was shown sexual deviccs that Windham kept in a living room clos et. Windham was freed on payment of a $20,000 bond after his arrest. The next day he was picked up in the Shell Point area on a charge of driving under the influence of alco hol. Simpson said he failed to ap pear in court July 27 on that charge and forfeited a $500 bond. Simpson said she expected to have Windham under arrest on the new charges Tuesday night or Wednesday. 'Wild Bill' Accused Of Cuffing, Robbing Shell Point Couple A Santec, S.C., man was arrested on two armed robbery charges af ter a Shell Point couple told authorities that he pistol whipped them, handcuffed the two together and robbed them of $70 after picking them up hitchhiking Friday evening. According to Brunswick County Sheriff's Detective Gene Caison. the man and woman told investigators they had approached a man in the parking lot of a Shallotte pawn shop at about 6 p.m. and asked him for a ride home. After the man drove the couple to their residence on Wren Street, they allegedly invited him inside for a cold beer, Caison said. While there, they said the man told them he would buy some drugs if the-y would furnish the money. The victims told police that they refused the offer. Then the man stood up, produced a small caliber semi-automatic handgun and allegedly hit the woman in the face, Caison said. The male victim said that when he reached down to help, he was knocked out by a biow to the head. Caison said the couple told him that a 10-year-old boy living at the residence came home and found the two unconscious and handcuffed together at the wrist. They allegedly awoke to find that $50 cash had been taken from the woman's wallet and $20 was removed from the man's pocket. Responding to the scene, Caison said he and sheriff's deputies Malcolm Long and Sgt. Joseph Scoggins found the couple awake, but still shackled to each other. The woman appeared to have a bruise on her cheek and chin, while the man showed no visible sign of injury. Caison said. The officers were unable to find a key to unlock the handcuffs and had to free the two victims with a hacksaw. Acting on a description given by the victims and with help from people in the community, Caison said he arrested and charged William Thomas (also known as "Wild Bill") Heckart Jr., 50, of Santee on two counts of robbery with a dangerous weapon. Heckart was initially jailed in lieu of a $50,000 secured bond. At a first appearance Monday, he was allowed to go free after his bond was reduced to $25,000 unsecured. Caison said an investigation into the case is continuing.
