Coast Guard To Simplify
Vessel Documentation
The U.S. Coast Guard has an
nounced the implementation of new
vessel documentation rules that
streamline procedures and remove
needless regulations, a news release
states.
According to the Coast Guard, the
new rules that become effective Jan.
1. 1994. are "more user friendly and
substantially eliminate unnecessary
paperwoik."
The new procedures will:
?reduce required vessel procure
ment forms to two ? the application
itself and evidence of title:
?eliminate 60.(KM)-plus submis
sions of the MarAd citizenship dec
laration form presently required for
some owners;
?eliminate the currently required
marking certificates that total more
than 45.(MM) submissions; and
?require only two copies of the
preferred mortgage, as compared
with the previously required four.
Certain regulations have also
been eliminated. Now, it will be pos
sible to renew endorsements at any
port of documentation and not just
in the home port. Instead of being
restricted to marking the vessel with
the Coast Guard port of documenta
tion or the owner's residence, the
owner may choose from more than
1 90.000 places.
"The Coast Guard's new regula
tions result in a simpler application
process," a spokesman said. "There
fore, inadvertent omissions will no
longer automatically void the appli
cation: this will result in fewer rejec
tions."
A new user fee will accompany
the changes. The fee. required by
statute, will be determined by the
type of endorsement requested. No
fee will be charged for renewal of
endorsement.
