Coastal Futures Committee, farmers, foresters, state officials, researchers and conservationists will try to an swer at a symposium Jan. 13 al Ver non Ci. James Center Research and Extension Center in Plymouth. Titled "E:merging Laws. Regula tions and Incentives: Rural Best Management Practices and Coastal Water Quality." the event is part of a coastwide effort to improve coastal resource management programs. "Existing pollution control pro grams for agriculture in North Car olina boast impressive statistics." said a spokesman for the N.C. Coas tal Futures Committee. "Since 1984. almost 1 4.0(H) farmers have volun teered to install Best Management Practices (BMPs). Statewide, the program has kept almost 3 million tons of soil from washing into our waters. It also has helped farmers ap ply 7S9 million gallons of animal waste to lheir fields, which spared the state's rivers, streams and lakes from 73 million pounds of nitrogen and phosphorus. "In spile of these impressive ef forts. a study in 1990 by the N.C. Division of Environmental Manage ment found that agriculture still ac counts for 60.7 percent of water quality problems on the state's cost. And as a major land use in the coastal zone, forestry contributes to coastal water quality problems as well." Symposium participants will hear presentations about the latest moni toring of coastal w ater quality; recent scientific studies that have looked at the relationships between rural land uses, best management practices, and coastal water quality; and emerging state and federal nonpoint pollution control programs. Efforts to clean up Chesapeake Bay in the 1980s also will be dis cussed as a possible model for North Carolina to follow. Present at the symposium will be members of the N.C. Futures Com mittee. the panel appointed by Gov. Jim Hunt to recommend improve ments to the North Carolina coastal zone management programs.
