Small Crowd Raises Big Voice In Favor Of Proposed Noise Law BY ERIC CARLSON Only about 2(1 people showed up Monday night to support a plan for regulating noise in Brunswick County. Hut they made their voices heard loud and clear. "Either y'all can do something about it or I'm going to take my shotgun and do something." said Billy Ray Jordan of Maco. "I've had four years of it and that's all I can take. They can get ready to put me in jail." Jordan was complaining about voung people driving recreational vehicles up and down his road, about loud music and gunshots be ing fired at all hours of the night. "I don't know how anybody can call thai music," said Keith Hewctt of Leland. "I don't know how they can stand it. Sometimes it shakes the air inside our house with the doors and windows closed. And we live a half-mile away. "We want to see something done legally. We don't want to lake the law into our own hands," he said. Similar comments were made by the 13 residents who spoke in favor of a new noise ordinance under con sideration by the Brunswick County Board of Commissioners. A public hearing was held on the draft law Monday night. The ordinance is intended "to ap ply a general standard capable of de termination by an objective, de tached reasonable person as to pro hibit loud or disturbing noise." It would prohibit the operation of construction machinery, chain saws, power tools and lawn mowers dur ing evening and early morning hours. It would also make illegal any yelling, shouting, whistling, singing or playing music "with such volume as to unreasonably annoy or disturb the quiet, comfort or repose of a per son." The draft law was presented to the commissioners for consideration March 21 after the board received numerous requests from the public for regulation of noise in the county. lid Morrison of Holiday Haven told the board Monday that he is "2(H) percent in favor of a noise or dinance." but he doesn't care about VA Mobile Clinic Increases Frequency Of Shallotte Visits The Veterans Administration mo bile clinic will be in Shallottc more often from now on, the county's Veterans Service Office has learned. The clinic will visit the Shallottc National Guard Armory every month instead of every other month. While the clinic primarily pro vides follow-up appointments for veterans with service-connected in juries and diseases, the medical team has been "extremely willing" to sec and treat other types of disabilities, said Virgil Batten, veterans' service officer. Veterans needing treatment may stop by the armory between 8 a.m. and b p.m. on days the clinic is in town. Visits are currently scheduled for May 3, June 2X, July 21, Aug. 23 and Sept. 15. He said the major problem in his neigh borhood comes from off-road mo torcycles buzzing up and down the street. Another resident of the subdivi sion, Ralph Coburn. suggested that the county designate an area where young people can ride motorcycles and not disturb the public. W.H. Roy Sr. of Lcland was one of several residents who complained about loud "boom boxes" being played late at night in a nearby Navassa park. "It shakes the windows in our house," Roy said. "I've called everybody from (Navassa Mayor) Bobby Brown to the sheriff and no body does anything. I feel like get ting my .270 rifle and cutting across out there." Several of those who attended the hearing said they had been told by sheriff's deputies that nothing could be done about the noise until the county adopts an ordinance regulat ing it. No action was taken on the draft law Monday night. The hoard asked County Attorney Michael Ramos to review it for further consideration at a later meeting. In another matter, the board an nounced the settlement agreements for two lawsuits Hied against the county. Former county building inspector John W. "Billy" Ingram was paid $39,(KX) for dropping his personal injury claim filed against the county last May. Ingram's lawsuit claimed that his May, 1990, dismissal violat ed the county personnel policy and demanded more than $100,000 in back pay plus legal fees. Brunswick County's insurance does not cover the case, so the set tlement will be paid out of general fund revenues. The other suit, filed in May, 1992, by Edward Noble Jr. against Sheriff Failure To File Taxes Gets Leland Man Jail Time, Fine A I .eland man was scntcnced to 12 months in federal prison and fined $27,517 in restitution April 14 after being convicted Jan. 4 in New Bern on four counts of failing to file federal income tax returns. In addition to the sentence and restitution, Oscar Robertus Long III was ordered by U.S. District Judge Malcolm J. Howard to file all tax re turns and pay all taxes for every year since 1983. That was the last year Long filed federal or state in come tax returns, according to a news release from U.S. Attorney Janice McKenzie Cole. Long was turned over to U.S. marshals after the sentencing hear ing. His case was conducted by the Criminal Investigation Division of the Internal Revenue Service.
