Waterfowl Stamp The 12th edition of the North Carolina waterfowl stamp features a trio of buffleheads with the Oak Island Lighthouse at Caswell Beach in the background. At 2.5 million candlepower, the lighthouse was created in 19S8 and is the U.S. Coast Guard's newest re inforced concrete tower. It is the most brightly lighted lighthouse in America and is second in brightness only to a lighthouse on the English Channel in France. The Oak Island tower's lights and parabolic mirrors allow the beacon to be seen more than 24 miles out to sea. "This is the next to last of the lighthouse series of stamps," said Sidney Baynes, chief of the N.C. Wildlife Resources Commission's Division of Conservation Education and administrator of the stamp-print program. "The lighthouse series has been so popular with collectors that other states are now adding light houses to their prints." Phillip Crowe, the Franklin, Tenn., artist who created this year's design, has painted scenes for more than 2 5 duck and conservation sumps and numerous prints for conservation or ganizations such as Quail Unlimited and Ducks Unlimited.
