ASC Committee Elections Delayed in USDA Merger County Agricultural Stabilization and Conservation Committee elec tions nationwide are being resched uled from December to align with changes stemming from reorganiza tion of the USDA. Current ASC committee members will continue in office until the new elections arc held next fall, said Richard Toler, director of the Bruns wick County ASCS office at Boli via The new committee system that evolves will carry increased respon sibilities Under the reorganization of the U.S. Department of Agriculture ex isting farm services will continue. but will becomc available on a "one stop" basis. The commodity support and basic conservation programs of the former ASCS office, risk management pro grams of the Federal Crop Insurance Corp. and farm-lending activities of the Farmers Home Administration (FmHA) will merge under a single Farm Service Agency. Other loans offered by the former FmHA will be assigned to a new rural development agency In addition, the FSA will offer conservation cost-share assistance under the Agricultural Conservation Program, as well as cost-sharing and land rental payments for the Con servation Reserve Program. "The whole purpose of the new FSA is to be able to provide better, more efficient service and to make it easier for farmers to use our pro grams," said Livingston Roberts, acting chairman of the North Caro lina FSA committee. Merging of the agencies will be gin at the headquarters level and eventually lead to the combining of staff and functions at the county lev el. In the meantime, farmers can re ceive service as usual at the multiple farm service agencies located in the Agriculture Building at the Bruns wick County Government Center at Bolivia. First Citizens Will Move To New Main Street Location Next Year lx-gal ads announcing (he "closing" of the Shallotte office of Firs! The bank's existing Shallotte office is shutting down, but not until sometime next year, and then not really: op erations will move less than a mile down Main Street to another location. First Citizens BancShares Inc. is in the procevs of ac quiring the Whiteville -based First Investors. The acqui sition is expected to be completed sometime during the first quarter of 1995. depending on the timing of regula tory approvals, says Chris Bubin of First Citizens' com munications department in Raleigh. At that time First Investors' operations would immediately be merged into those of First Citizens Bank, a wholly owned subsidiary of First Citizens BancShares. First Investors is a state savings bank with about $54 million in assets, $50 million in deposits and offices in Whiteville, Leland and Shallotte. In all three communities First Citizens plans to move its operations into facilities previously owned by First Investors. In Whiteville that will mean a short move across the street into the existing First Investors office after it is remodeled. In Shallotte. First Citizens will close its branch at 4646 Main Street, and reopen for business farther south on Main Street in the First Investors Savings Bank facil ity across from the N.C. National Guard Armory. The site will be renamed to First Citizens. Bubin said the move should result in better drive through access as well as increased security. Employment Security Commission's prclimi nary figures for October indicated a 9.6 percent jobless rate for Brunswick County, fourth highest among the state's 100 counties. Fifty-one counties had rates of 5 percent or below. Employment Security Commission analysts say they re gard 5 percent as a "near full-employment situation." Topping the jobless list was Anson County with a rate of 11.5 percent, followed by Tyrrell at 11.1 and Granville with 10 percent. The state's lowest rate was Orange County with 2.3 percent. Brunswick County's rate is based on 2,700 persons looking for work in a labor force of 28,140 people with 25,440 working. Unemployment rates rose in 65 counties, fell in 25 and were unchanged in 11. Brunswick's rate for September was 9.4 percent. October jobless rates in other coastal counties includ ed Pender, 6.8 percent; Onslow, 4.9; Carteret, 4.4; Dare, 3.5; and Currituck, 1.8.
