Mr. Blanchard, who was for many
years chief engineer of the Hertford
electric light and water plant, was
stricken with paralysis about a year
ago, and has been confined to his bed
most of the time since that time. -
Surviving are his wife, Mrs. Maude
Blanchard, four sons, Wallace Blan
chard, of Cleveland, Ohio; Lucius Jr.,
Sidney and Beverly Blanchard. all or
Hertford; one brother, W. R. Blan
chard, of-Hertford, and four sisters,
MssAnnie Blanchard, of Richmond,
Va.&rs. J. M. Mathews, of Hert
ford; Mrs. Tv& White, of Hertford,
and Mrs. J. H. Parker, of Charleston,
