aggressive dictators have demonstrat
,ed how far the ruthless leadership
can go in mobilizing people and re
sources for sinister purposes.
The Communist minority in Russia
; gives us a similar example. Regard
j less of the will of the Russian people
for peace, wliich we may grant exists,
; the rulers of Russia can cast the lot
for war and utilize the human and
natural resources of Russia in
I conflict.
