Walk Safely And Live
The number of highway accidents
that take the lives of Americans con
stitutes something of a reproach both
to drivers of automobiles and to those
who walk along the highways.
A surprising number of pedestrians
are killed by automobiles and, upon
many occasions, the driver of the mo
tor vehicle is not to blame. Pedes
trians can adopt proper practices for
their own protection and it might be
a good idea for those who use the
highways on foot in Perquimans
County to remember the following
rules:
(1) Carry or wear something
white at nisrht this will help the
drivers of motor vehicles to see you.
Remember that very often when two
cars approach at night the vision of
the drivers is affected by the lights.
(2) In municipal and suburban
areas, cross the highway only at
cross-walks and, when using a high'
way in the rural area, look carefully
lot speeding cars before getting into
the road. Moreover, watch traffic
sismals. especially lights, and look
twice both ways before crossing.
Another rufe", which may save your
life, is not to go into the highway
from between marked cars. This is
the cause of numerous accidents, par
ticularly in urban areas, when pedes
trians attempt to cross streets in the
middle of the block.
For those travelling the rural high
ways, where there is no sidewalk, it
is wise to walk on the left side, facing
the oncoming traffic.
These rules have been given con
eiderable publicity, but because people
are prone to forget them and. some
times inadvertently violate them, we
give space for their republication.

Martin lead ditch; thence easterly
along the northern' edge of said lead
ditch about 900 feet to the first cross
ditch; thence along said cross ditch a
northerly course to U. S. Highway
17; thence Westerly along said high
way to the place of beginning. Con
taining 17 acres more or less and be
ing a part of the land known as the
Martin's Fork woodland.

Undoubtedly, the statement made

the United States is not apt to have
an army big enough for war prior to
the outbreak of hostilities.

have a trained citizenry, ready and
prepared to expand the armed forces.
These men must be trained for mod
ern combat if they are to serve ths
purpose of an adequate reserve.
To carry out complete warfare, as
Mr. Royall makes plain, the United
States must have distant bases "suf
ficiently near to the enemy for effec
tive and decisive bombing raids" and
these nust be guarded against at
tack by enemy ground forces. He es
timates that between 300,000 and
400,000 soldiers would be necessary
for each location.
There is point also to the state
ment made by the Secretary of the
Army, stressing the contribution to
peace that would be made if the three
democratic nations across the seas
understood that there was a great
concentration of military fire-power
in the hands of their American
friends.
One nust consider the statements
of our civilian military leaders and
their military advisers in connection
with the probability of whst will hap
pen if war occurs. There is little rear
son to doubt that the' United 'States
will be involved ,in military opera
tions immediately and, if it is to de
fond itself and acquire control of ne
cessary bases, the nation must be like
a fire department,- ready to go intc
action immediately upon the alarm.

Be it resolved by the Board of Com
missioners of the Town of Hertford,
North Carolina: .
Section 1. That ' pursuant to the
Municipal Finance Act, 1921, and in
anticipation . of receipt of the pro
ceeds oi tne sale or tne bonds, au
thorized by an ordinance passed this
12th day of April, 1948, entitled "An
ordinance authorizing the issuance of
13,300.00 bonds of the Town of Hert'
ford, ' North Carolina, for repairing
water tank, notes of the amount of
33,800.00 of the Town are hereby au
thorized to be Issued.
Section 2. Said notes shall be dat
ed May 1st, 194SV shall be in the de
nomination of 81,650.00 and numbered
1 and 2, shall mature annually' on May
1st and in numerical order tone note
in each of the years I960 and 1951,
shall bear interest at a rate not ex
ceeding 6 per annum from date
payable semi-annually on November 1
and May 1, and shall be payable as
to both principal and interest at such
place as may be determined by the
Mayor and Town Clerk.

hereby authorized and directed to
make application to the Local Govern
ment Commission for approval of is
suance of the-aforesaid bonds as well
as the notes Herein authorized and te
advertise and sell said notes.
Section 4. The Mayor and Town
Clerk are hereby authorized and di
rected to execute said notes after the
sale thereof' and the Town Clerk is
hereby directed to sign the interest
coupons appurtenant to said notes and
to turn said notes over to the Local
Government Commission for delivery
to the purchasers through the State
