hopeless assumption" on the part of
our people that there is no chance for
" peace represents another step toward
world conflict. 'Moreover, they warn
(hat every major nation in history
which has had 'peacetime 'conscrip
tion "inevitably has been led into
war and eventually to defeat and

call attention to the views of
this minority group, which dissented
from the proposal to establish peace
time conscription, describing it as
"a program" for war", because it is
important" for us to consider both
sides of ' public issues. Undoubtedly,
the adoption of peacetime conscrip
tion Would constitute official recogni
tion, on the part of Congress, that the
United States faces a dangerous
future, including the posibility of
warfare. It is official recognition of
a dangerous world situation, which,
in the opinion of legislators, con
stitutes a peril to the United States.
The writer has given serious con
sideration to the implications of con
scription in time of peace, the crea
tion of a seventy-group Air Force
and to our increasing ,' expenditures
for the armed services. We have
been somewhat amazed by the mount
ing cost of defense and the opinion

of our military leaders, despite the
expenditure of much more than we
have been accustomed to spend for
preparedness, that additional amounts
are' necessary if the United States
is to be in a position to protect the
interests of this country 'against pos
sible Russian aggression. v
Even so, we can hardly conveive
a more foolish policy than for the
United States to permit Russia, or
any' other military nation, with an
antagonistic philosophy, to become
all-powerful in world affairs. While
we do not believe that the people of
this country, or their government,
will engage in. a war to dominate the
earth, we have no such assurance as
to what the leaders of Soviet Russia
might undertake. Consequently, ade
quate preparedness represents a nec
essary expenditure under present
conditions.
Obviously, it is impossible for us to
determine whether a seventy-group
Air Force is necessary or not. It is
within the bounds of reason, how
ever, for us to believe that, with con
scription in Russia, it is vitally ne
cessary for this country to have an
adequate reserve of trained fighting
n. We have no faith watever in
the belief that when war comes, the
nation will have time to get ready.
Without knowing what Russia will do,
we hope for peace, but accept the ad
vice of earlier statesmen who -warri
ed the nation that it was wise "in
time of peace-to prepare for war."
This does not mean that we be
lieve that Congress should readily
adopt every suggestion of military
leaders. It is just possible that mili
tary men make their plans for per
fection and that they would, is un
controlled, "fortify the moon." In the
present situation, however, it is not
the military leaders who are taking
the lead in the creation of a larger
defense force. It is the members of
Congress who, despite the advice of
the Secretary of Defense, insist upon
a seventy-group Air Force, which car
ries with it definite enlargement of
the Army and Navy to make, available
a balanced force.
In addition, we thing it highly im
portant for the people of this country
to demand that Congress, if it sees
fit to increase defense expenditures,
should resolutely institute the con
trols that are necessary to safeguard
the nation against the disastrous re
sults of inflation and its inevitable
successor, deflation. If the nation
faces such a critical emergency that
it must be prepared for war, then the
situation demands that Congress en
act legislation designed to cushion
the effect of such expenditures upon
the national economy. This means
price control, profit control -and many
other controls.
