The New Year
The year 1954 enters the world's

viet Russia, two giants competing for
influence in every section of the
world. The new year brings with it
Ts much hope as anxiety, for change,
and the outlook today is certainly an
improvement over that of a year ago.

agIn the first place, the United States
is better prepared today to meet a
challenge or aggression than at any
time since World War II. The arma
ment program begun hurriedly in
1950 is nearing completion, and there
, fore comparative armament advantage
enjoyed by the Communists in recent
vears has been considerably whittled.
The U. S. Army today is supplied with
modern tanks, modern guns and is
large enough, and well enough train
ed, to be expanded rapidly.
The United States Navy has, to a
large extent, been de-mothballed and
work is underway on several modern
carriers and atomic submarines. In
addition, the air arm of the Navy has
been greatly modernized and is being
expanded. The United States Air
Force packs more power as 1954 en
ters the world stage than it has ever
packed before. The year 1954 prom
ises the first quantity deliveries of the
newest heavy jet bomber, the B-52.
In addition, the Air Force has new
fighters on the way, an impressive
supply of F-86 jet fighters, and a
number of medium jet bombers. This
country's atomic stock pile is said to

tion of hydrogen bombs is sure to get
underway during 1954.
We dwell on U. S. military strength
to point out this strength improves
chances for world peace. Had the
United States undertaken such a re
armament program in a peaceful
world, such strength might constitute
.a threat to peace. However, in a
world with aggressors active, the only
sure way of keeping the peatfe is for
the democracies to pack power enough
to retaliate against aggression.
This year, for the first time in three
years, the United States enters a new
year without having its sons dying on
the battlefield. The year, then, brings
with it more hope than any since
World War II.

The Answer
In the past year a number of pro
posals have been made for toll roads
and turnpikes, as the answer to crowd
ed highway conditions confronting the
nation. Several new toll roads have
been opened and are apparently highly
successful.
The concensus of opinion at the Na
tional Chamber of Commerce's Na
tional Conference on Highway Financ
ing, however, was that toll roads are
the solution on only about 8,000 miles
of the most heavily-traveled roads in
the country. For other roads, another
solution will have to be found to cur
rent over-crowding.
One of the most interesting ideas
discussed at the National Conference
was the proposal of the Conference
of State Governors that the Federal
Government get out of the gasoline,
taxation field. The idea would be that '
this source of revenue would be left
to the states, which would gain in
creased revenue to finance highwav
improvements. Under this proposal,
Federal highway aid would also be
withdrawn. .v' .;..vv
Objections were voiced to the pro
posal on the theory that the end of
Federal taxation might not always be
followed by increased state taxes on
gasoline in which case there would ac
tually be less revenue for highways
in some areas than before.
The proner solution to the nation's
over-crowded highways is going to be
a painful one and probably lies in in
creased state' and Federal expendi
tures: The proposal made by Con
necticut's high way commissioner
that metropolitan areas look into the1
possibility of new taxes like payroll
or sales taxes, to finance highway
improvements may be close to the
solution, although such new , taxes
would constitute a highly, irritating
method of obtaining new funds. Prob
ably the best solution is to be found
in an incree in both tate and Fed
eral expenditures,' painful as that so
lution may be.
