The past agricul tural season was described as the sixth consecutive one in which farm production exceeded the pre-war aver-, age.-.. The Department's report also esti mated demand in 1954 would remain high. One can' easily see that if world demand should drop, for economic or other reasons,- a world food surplus could accumulate. The Agriculture Department report shows partially why the U. S. food and fiber surplus is not as easily dis posed of in world markers, as it would be if, world food and fiber production was not at record levels. The report seems to add justification to the de sire of the Department of Agriculture to limit U. S. crops to amounts which can be disposed of. An interesting part of the latest Department report is the estimate that production has increased in all parts of the world, although the rate of increase in Eastern Europe and the Soviet Union is estimated to be a les ser one than in other areas of the world. This is a clear Indication that the collective farm systems of the Com munists are not working and explains the action in Hungary1 and other Bal kans recently, where Communist lead ers have told farmers they could pull out of collectives if they desired. Jan22,29,Feb5,12,19,26 Those 186 Ships The government of the Soviet Un ion has apparently moved closer to agreeing to return 186 naval craft sent them by this country under the I -end-Lease program during World War II. After many years of fruit less note exchanges, the Soviet Am bassador in Washington informed the State Department several weeks ago that' representatives of the U.S.S.R. wpuld agree to meet representatives of the United States for "discussion of technical questions connected with the transfer of 186 naval craft." By the time you read this new de velopments might have occurred, or negotiations might have broken down once again. We do not believe the latest soviet note should be taken as a guarantee that the Russians are ready to settle this Lend-Lease debt However, their notes of late have been more encouraging than any since 1946 and may indicate a willingness on their part to settle their World War II Lend-Lease debt. In one of the Soviet notes in the current exchange, the Russians point ed out that they had returned to the United States three ice-breakers, 27 frigates, 7 tankers and one dry car go vessel, and that Russia agreed to return 186 naval vessels. This admis sion was at least putting the Rus sians on record as obligated to return these vessels to the United States. The Russians have been attempting to tie in other settlements with the Lend-Lease settlement in an effort to use the return of the 186 vessels as a lever to pry the U. S- Government in to an agreement on other matters. This the United States has consistent ly refused to do, and the latest indi cations may be at last convinced the United States will settle the Lend Lease account only as a single issue, and on its merits alone. If this indication proves an accur ate appraisal, the Russians are prepar ing to remove one of the irritating ob stacles in the way of better relations between the two countries. All Amer icans who know the facts have bitterly resented the Russian refusal to return these ships. It has been nine years since World War h and the refusal to return vessels rightly owned by the United States throughout this long period is one of that government's most flagrant and open violations of law and treaty.
