I have stated that Con gress ought not to permit the im position of any toll, fee, subscrip tion, or other charge, directly or indirectly, on the general public , for the privilege, of viewing tele vision programs received over television sets owned by Individ ual American citizens. Believing Lhis as I do, I expect, to vote for one or tne penaing measures which will make it plain that the Federal Communications Commission is without legal pow er, to authorize the imposition of any such toll, fee, subscription or other charge. ; ' i Trial BasU ' Last October, the FCC issued a public notice, which said' in sub stance that the- Communications j Act 6f 1934 gives it authdrity to grant tests, on a trial: basis, of subscription television. Broadcasting has to be regulated in the pubbc interest. I doubt that two systems, so-called free and pay, can co-exist and render public (interest programming. v ' : Air Service The other day I appeared be fore the Civil Aeronautic .Board here in Washington to plead for additional air service for ; North Carolina. , The importance of this service ; cannot be: " overlooked. Above '56 Commercial broiler production in North Carolina during 1957 to taled 104,608,000 birds U-2 per cent above production of 94,087, 000 birds in 1956 according to the North , Carolina Crop Reporting Service. ; North Carolina ranked third in number of broilers produced last year being exceeded by Georgia with .261 million and Arkansas with 110 million. ' Alabamawith 102 million, ranked ' -fourth and Texas, with 101 million ranked fifth. : Alabama with 23.6 per cent and Mississippi with 23.0 per cevt led all other states in the per cent gain in production in 1957 over 1956.; Georgia rank ed third in this respect with 17.2 per cent. : . Gross income from the sale of broilers during 1957 in ; North Carolina totaled $58,047,000 as compared with $55,126,000 in 1956 an increase of .3 per cent.; The percentage increase in gross ; In come in 1957 bver 1956 was less than half of the . increase in pro ducting owing to a drop of one cent in the average' price receiv ed per pound, i ' . National Merit Scholarship Test Now Administered To Juniors Of interest to every college bound high school student in America is the qualification test of the National Merit Scholar ship Program. Dr. John Stal- naker, director, has announced in Evanston, Illinois, several new values of the 1958-1957; Merit Scholarship Program. The National Merit Scholar ship Corporation .administers the nation's j. largest ' independently I supported , college v scholarship program for ; high school stu dents. In the 1957-1958 aca demic, year it provided more than $5,000,000 worth of four year scholarships. The amount of the scholarship is determined by financial need, and they are renewable annually without fur ther competitive examination. Dr. Stalnaker stated that this national program, which em braces all U. S. territories and possessions, sends , thousands bf deserving students, to college students ' whose, unusual talents might otherwise bo wasted due to their inability to finance the increasing cost of , higher edu cation. The 1958-1959 testing program is designed to provide more ser vice to .; participating students and schools. While it will still serve primarily, as a preliminary screening .' instrument to select thousands of scholarship win ners, the' program has several new and important guidance and educational planning features. These additional benefits will be best realized by testing at the end of the . junior year rather than at the start of the senior year. These new values are such that many students will want to take the test for , purposes of educational or vocational plan ning, even though they do not expect to win a scholarship, Dr. ' M 111 ir local Stalnaker stated. " All students will receive a re port of their scores. These test results will enable - students to understand ' their present aca demic strengths and. weaknesses, will give them facts with which to plan their senior year, will help them decide .about going to select college courses of study in which they are most likely to succeed.' All high school students' in their second semester junior year or first semester senior year ai;e eligible ' to take the test. Stu dents can be enrolled in any public, private or parochial school in the 48 states. The charge for taking the test is $1.00 per student, payable ozi the examination day Tuesday, April 29, 1958. (In event of financial hardship, a limited number of .students will be tested free. Students should consult their principals on this matter).
