Challenges and
uncertainties caused by
ceiling prices, along with
protein, fertilizer, labor and
fuel shortages,
environmental problems
and extended delays in
farmers being able to
market products were
major concerns. On the plus
side, weather permitted an
excellent harvest season.
Livestock specialists
graded, sold and arranged
for hauling 235,000 feeder
pigs at 267 graded sales,
Fifty-five thousand, seven
hundred seventy seven
market hogs were graded at
148 special sales Nearly
48,000 head of feeder cattle
were graded at sales and
brought over $13.5 million.
Division specialists
selected, assembled and
shipped two lots of breeder
swine to Costa Rica and
v ' enezuela. A third shipment

time specialist. He assisted
with ten horse sales, one of
which is the largest in the
south, selling up to 1,000
animals per sale.
Grading of eggs and
enforcement of the egg law
by 25 graders insures top
quality. Fruit and vegetable
specialists were quite
' effective in improving
marketing and getting
higher prices. Markets
assisted in planning storage
for an additional 15 million
bushels of grain. Tobacco
specialists aided the
Industry-Wide Flue Cured
Marketing Committee with
design of a master
marketing schedule for the
1973 season.
.Successful efforts to
promote export sales of N.C.
agricultural products took
place in South America,
Bermuda, the Middle East
and Canada.
Engineering has
increased its services to
Include safety and
environmental protection
along with its normal
planning and design.
The Museum of Natural
History in cooperation with
N.C. Academy of Science
formed the N.C. Student
Academy of Science to
encourage students to
pursue careers in the
sciences. The education unit
increased activities to reach
more people. Great strides
were made in collecting,
cataloguing and preserving
the state's animals and
plants. The museum was
visited by 162,500 people.
Progress continued on
development of the
Horticultural Crops
Research Station at Clinton.
A contract was let for
construction of swine
facilities at the Tidewater
Research Station. Now beef
cattle facilities were
constructed at the Piedmont
Station, Salisbury for a bull
testing station.
Two new services are
being offered by the Soil
Testing Divison. They are
nematode assay (tests for
destructive microscopic
worms) and plant analysis
(tests to determine if plants
are receiving proper
nutrients).
.. Copper., and. Jime.. tests .
have been improved so that
more can be run more
accurately.

Over 100,000 soil tests were
run for farmers and
homeowners during the
year. The service is free to
citizens of North Carolina.
A quarterly hog report
was begun by the Statistics,,
Division. A survey to obtain
an accurate count of apple
and peach trees was
undertaken. Also work on a
directory of plant material
producers was started. The
division reports gross North
Carolina farm income will
approach the two billion
dollar mark for the first
time.
Office of
Fiscal Management .
Weather was not always
an asset to the Farmers
Market. Two floods did not
appreciably affect business
but caused considerable
pavement damage and
some business damage. The
pavement has been
replaced.
The greatest loss .at the
market was the closing of
the cash and carry grocery
firm. However plans are
underway for Bunn
Wholesale, a wholesale
grocery business, to open in
January.
Good weather attracted
588,286 visitors to the 1973
State Fair. The Governor
Scott Pavilion is expected to
be completed by early 1974.
It will be used for trade
shows, meetings and
entertainment. During the
fair commercial exhibits
will be highlighted. The
building cost is $930,000.
Construction improve
ments amounting to
$152,713 have been
completed. They include
building repair, flooring,
paving and a boiler in
Dorton Arena. Maximum
use is made of fair buildings
and grounds throughout the
year. As facilities improve,
the request for their use
increases.

Consumer Services
Along with its normal
regulatory duties the Dairy
Division is now responsible
for analysis and labeling of
imitation milk products.
The butterfat check
testing program included
over 20,000 analyses of raw
milk samples. Changes
wera ordered in pay tests.
This increased payments to
those dairy farmers by
$5,000.

Forty-five soft-serve
establishments were closed
for temporary periods due
to non-compliance with
sanitary regulations.
Jesting for pesticide residue
in milk is a major activity.
The Entomology Divison
has the responsibility to
enforce the new Biological
Organism Law which
protects beneficial insects,
other organisms and the
environment as well as
plants protected from pests
under previous statutes.
Forty gypsy moths, a
mass defoliator of trees,
were captured in fifteen
counties. The state's first
infestation was discovered
in Winston-Salem. Four
male moths, two egg masses
and a pupal skin were found.
Approximately 55,000 gypsy
moth parasites were
released during the year.
Efforts to eradicate
witchweed and control fire
ants continued.
Meat and poultry
inspection is provided in 333
slaughtering and processing
plants. A total of 999 red
meat animals and 172,137
poultry and rabbits were
prevented from entering the
state's food supply due to
disease. An additional
1,232,311 pounds of
adulterated, processed
products were detected and
destroyed.
Implementation of a
germination vigor
evaluation and reporting
system for major field crops
was a significant inovation
in seed testing. The method
determines the strength of
seedlings, abnormalities
and decayed seeds. The
classification is reported for
soybeans, cotton and
peanuts. North Carolina is
the first state to offer the
service as a routine test.
Structural Pest Control
licensed 293 individuals,
representing 214
extermination firms. Seven
criminal cases were
prosecuted as a result of
investigations by the
division.
The Structural Pest
Control Committee charged
142 licensed operators re

outbreaks occur by January
17, 1974, North Carolina will
be eligible for hog cholera
free status.
Last January the state
had its first documented
anaplasmosis-free cattle
herd. The program is

N.C. cattle in other states.
A new animal disease
diagnostic laboratory in
Asheville is scheduled for
completion in May.
Weights and Measures
activities increased during
the year as a result of
consumer complaints. High
meat costs made buyers
aware of weights. Priority
was given to consumer
complaints, most which
were not justified.
The energy crisis had its
effect on the Gasoline and
Oil Inspection Division.
Much time was devoted to
securing petroleum
products for tobacco curing
and grain drying. Reports
indicate the effort paid off.
Public conern of being
short measured when
buying gasoline brought
numerous complaints, most
were not justified. Efforts
are being doubled to insure
the quality and quantity of
petroleum products due to
fuel shortages.
