JIM Flag Presented Wednesday North Carolina's Lieutenant Governor Jim Hunt will be in Hertford next Wednesday, Sept. 10 to be guest speaker for the Bicentennial flag presentation ceremonies. -Several local events have been planned in connection with the visit and the honor of receiving the Bicentennial flag which will wfflclaltyflHHk the- naming- of the town and county as a Bicentennial Community. The ceremony and presentation is scheduled to begin at 4 p.m. on the courthouse green in Hertford. Prior to the opening ceremony, the Hertford BPW Club will be sponsoring an old-fashioned ice cream social on the lawn beginning at 3 p.m. The PLANNING Conservative land use. . Simpson, chairman of the County Commissioners. The presentation of the Bicentennial flag will be made by Dr. Lawrence J. Wheeler, Communities Consultant for the North Carolina Bicentennial. Lt. Gov. Jim Hunt will follow as guest speaker. V - X ; , ' Some 35,000 of North Carolina's lowest paid citizens will receive direct pay boosts on October 1, 1975 Ruling Made On National Teacher Exams E.B. Palmer, associate executive secretary of the North Carolina Association of Educators announced today the first North Carolina statewide ruling concerning the National Teacher Examination (NTE). According to Palmer, the long fight waged against the NTE by the NCAE and the National Education Association has finally ended in an overwhelming victory for the teachers of North Carolina. The decision to eliminate the NTE as a criteria for certification was handed down by Judge J. Braxton Craven representing a three-judge panel. Braxton, along with Judges Hainsworth and Dupree, declared the practice of certification of North Carolina teachers based upon NTE cutoff scores unconstitutional and discriminatory. The decision by the panel of judges provides an injunction for the state to issue regular licenses for the plaintiff-intervenors and all other educators who are qualified for. licensing except for their failure to attain the minimum NTE score requirement. It further requires the state to issue regular certificates to each teacher holding an "NTE permit" or "non-standard" rating. The sunset program began at 7:15 p.m. and was attended by a small crowd. The program has been planned in connection with a scheduled visit by .the Connecticut "JRebels". However, the landmark decision does not prevent the state from reinstating a written test which may require a cutoff score. If the state wishes to establish such a written examination it must have a cutoff score which has been, deemed valid in measuring the minimum knowledge needed for competent teaching performance. Palmer said he "has been working since 1964 to eliminate the NTE and that this decision is one of the high achievements of his career." "After eleven years," said the education leader, "it is gratifying to see a three-judge panel agree with what I have espoused and restores my confidence in our American judicial process. The education profession is greatly relieved from the lifting of this awesome burden, at least for the time being", said Palmer. "On Oct. 1, our statutory minimum wage will advance from the present $1.80 per hour to $2.00 per hour in establishments not covered by the Fair Labor Standards Act (Federal Wage-Hour Law)," said Commissioner Creel. "This increase will apply to employees in establishments having four or more employees. "An undetermined number of those who will benefit from the higher minimum wage are persons 65 years of age and over," Creel added. "The General Assembly repealed the section of the law which hitherto has exempted these older people, and on Oct. 1 they will be entitled to the new $2.00 an hour minimum wage." Creel said the new wage floor will benefit mostly workers employed in relatively small retail and wholesale tra.de Scholarship Available College scholarships from $500 to $5,000 are available to all high school seniors through the Betty Crocker Search for Leadership in Family Living, now under way in its 22nd year. Invitations to enroll in the program have been mailed to high schools across the nation. Schools new to the program may write the Betty Crocker Search, P.O. Box 1113, Minneapolis, Minn. 55440, for information. Enrollment deadline is Ocotber 31, 1975. On Tuesday, Dec. 2, each participating school will administer a 50-minute written examinatin. Prepared and scored by Science Research Associates, Inc., Chicago, this genral knowledge and attitude examination is the first important step of the scholarship program. From the examination results a Betty Crocker Family Leader of Tomorrow will be chosen for each participating school. School winners are acknowledged with special Cancer Crusade Reaches A High The primary objective of the American Cancer Society is to save lives through lay and professional education. While this primary objective is being sought, funds must be raised for other programs of research. More and more people in North Carolina are T ) T ; I if establishments, service industry businesses, food service establishments, and assorted other small businesses. They work as retail sales clerks, wholesale trade sales workers, stock and material handlers, ' food service employees, and in a variety of other unskilled and semi skilled service industry occupations. "The General Assembly also provided the Labor Department with additional authority to help collect back wages due employees under the Minimum Wage Law," Commissioner Creel stated. "The newly enacted North Carolina Uniform Wage Payment Law, which will become effective January 1, 1976, will be a great help to us in insuring that employees covered by the Minimum Wage Law will receive the wages to which they are entitled under this law." awards and their examinations are entered in state competition. A special event of the tour is announcement of the All America Family Leader of Tomorrow, who's scholarship is increased to $5,000. However, there is always an increased need for improving our services and the amount allotted has been used up. The Service Chairman, Mrs. Charles Murray, has stressed the need for a very successful drive in October 1975 in order to lend assistance to patients in the County whenever the Perquimans County Unit is approached for funds. Donations to the Memorial Fund are included as Crusade Income and may be sent to Mrs. Henry Sullivan, Front St., Hertford. For the coming year Mr. J. T. Biggers will be President and Mrs. Pat Harrell will serve as Vice President. Mr. Gene Boyce will serve as Treasurer again and Mrs. William Tice will continue as Secretary. (Newbern photos) Election Announced It was announced today by the Perquimans County Board of Elections that a non-partisan municipal election for the Town of Hertford and the Town of Winfall will be held Tuesday, Nov. 4. Voting on this election will be for the office of Mayor and two (2) commissioners for both towns. The filing date for candidates will open at 12 noon on Sept. 12 and close on Oct. 3 at 12 noon. The polls for the Nov. 4 election will open at 6:30 a.m. and close at 7:30 p.m. Civic V THURSDAY, SEPT. 4 The regular monthly meeting of Post 126 of American Legion will be held at 8 p.m. Commander Applewhite has requested the Executive Board members to be present for a special meeting at 7 p.m. Meeting of the American Legion Auxiliary at the Legion Home. .
