nation's population live in

Bicentennial Communities.
As of December, 7,919
communities had been of
ficially recognized for their
Bicentennial efforts. The
figure includes 26 Indian
tribes and nations.

Let's Celebrate
1976. A New Year. The 200th birthday of America.
A New Year, means different things for different
people. For some it is a time for change, a time for
commitments for a better life for learning from ,
. past mistakes and starting the new year with renewed
enthusiasm. It can be a time for us to resolve to im
prove outselves and our community. :Cr
But this new year is a very special one for citizens
all over this great country. Now is the time to
celebrate the existence of this nation for 200 long,
struggling, but successful years. . '
Will you be joing in the celebration? Will you fake
advantage of the opportunities offered you to rejoice
as a county and join the rest of the nation in our
Bicentennial observance?
Hertford and Perquimans County have been
designated as a Bicentennial Community. Much work '
has been done and much progress has been made on
restoring the oldest home in the state, the Newbold-:
White House. A Bicentennial Committee has been ap
. pointed to plan and coordinate activities in celebra
tion of the 200th birthday. The Hertford Beautif ication
Committee is making a special effort to clean up and
beautify our town in preparation for the celebration.
And the same can be done throughout the rest of the
county. Students in art classes at Perquimans High
School have volunteered their time and energy to
dress up our fire hydrants in the Bicentennial spirit.
The Hertford Fifes and Drums have organized' and
dressed in colonial costumes to provide Bicentennial
music for our county and the surrounding area. All of
these things have been the result of efforts of in
dividuals to give other individual an opportunity to
participate in the Bicentennial, and an opportunity
for us to take pride in pur community, state and na
tion. Throughout this year new, town and county officials
and agencies, civic clubs, church groups, and other
individuals will be sponsoring special Bicentennial
programs and projects for you to enjoy and par-.
ticipate in.
Will you be joining in the celebration? We certainly
hope so.
The Work Ethic

In the almost . two cen
turies of our existence as a
nation, some of the ideas
and ideals that motivated
our forefathers to make
good in the new country
seem to have declined in ac
ceptance. That's why some
of the writings of early day
America sound somewhat
quaint to us today.
One idea in particular that
seems to have taken on the
aura of an old-fashioned
belief is that of the work
ethic. Benjamin Franklin
believed in it and practiced
it. He writes in his
autobiography of working
from early morning to late
at night in his printing shop
to outdo his competition and
establish his own financial
security.
A lesser known American
but no less a believer in
the hard-work ethic was
Col. Landon Carter of
Virginia. In 1776, he was
deploring the degeneracy of
his times. What Carter was
concerned about was the
fact that people was beginn
ing to use plows in raising

Every person in whose name any property is to be listed
under the terms of this sub-chapter shall list the prpperty
with the tax supervisor or proper list taker within the time
allowed by law on an abstract setting forth the information
required by this sub-chapter.
In addition to all other penalties prescribed by law, any
person whose duty it is to list any property who wilfully fails
or refuses to list the same within the time prescribed by law
shall be guilty of a misdemeanor punishable by a fine not to
