' . : Proposed bylaws for the ECHSA were approved "in principle" by the board, with the understanding that the Bylaws Committee, chaired by Dr. James Piver, "specifically spell out the duties of the newly approved Executive Committee and corporate officers. .The board also stipulated that the Bylaws Committee ob tain added clarification on certain points from , the Department of Health, Education and Welfare and from state health officials. Before final approval of the application by the board, four public hearings will be held in central locations throughout Area VI. ; In other business before the board, eight consumer provider nominations jWere proposed and approved to submit to Governor Holshouser for his selection of four from Area VI to serve on the State Health Coordinating Council. Consumer nominations are: Harry Branch from En field in Halifax County; Grover Lancaster from Vanceboro in Craven Coun ty; Mrs. Ha G. White from Hertford in Perquimans County; Lee Morgan from ' New Bern in Craven County. Provider nominations are: Dr. Ed Beddingfield from Wilson in Wilson Coun ty; Dr. Lawrence Cutchin from Tarboro in Edgecombe County; Dr. C. Clement Lucas Jr. from Edenton in Chowan County; William W. Local Attorney And Former Representative Passes Away Carroll R. Holmes, 73, a retired lawyer of 107 E. Grubb St. died suddenly, Friday, March 5, in the Albemarle Hospital. A native of Benson, N.C., he was the son of the late John William and Mrs. Emily Britt Holmes. A graduate of Wake Forest Law School, Holmes practiced law for 45 years before retiring. He was a member of the N.C. House of Representatives for five terms, serving from 1949 to 1959 and was a member of the First District, the North Carolina and the American Bar Association. Holmes was a member of the Hertford Baptist Church where he was a past chairman of the Board of Deacons and former teacher of. the C.R. e was a memper oi rerquimans Masonic Lodge wo. 106 AF & AM, was prosecuting attorney for the Perquimans Couty Recorder's Court from 1943 to 1944 and was a former member of the Perquimans County Draft Board. Surviving are his widow, Mrs., Hannah Fleetwood Holmes; a daughter, Mrs. Robert H. Johnson of Princeton, N.J.; a son, John W. Holmes of Charlotte; a sister, Mrs. Daisy H. Rogers of Farmville and six grandchildren. Funeral services were held Sunday, March 7, at 2:30 p.m. in Cedarwood Cemetery by the Rev. Norman Harris and the Rev. Charles Duling. The Men's Chorus of the Hertford Baptist Church sang "My Faith Looks Up To Thee" and a recording of "Going Home" was played during the service. The casket pall was made of red carnations, white chrysanthemums, and fern. i Pallbearers were Carroll Williams, Gene Phillips, Milton Pall, Johnny Gregory, Warner Madre and Willie Ainsley. Page Miss Beth Swindell, 16, of Hertford, will serve as a Governor's Page during the week of March 15-19. She was notified of her selection by Phillip J. Kirk Jr., Ad ministrative Assistant to Governor Holshouser. While in Raleigh, Beth will work in the office of the Department of Natural and Economic Resources. In ad dition, tours of the Capitol, Legislative Building, Ex ecutive Mansion, and museums will be arranged. The Governor's Page Pro gram is an innovation of the Holshouser administration. Unlike Legislative Pages, those who serve in this office do not receive any pay. Mrs. Janice Whitaker, a member of the Governor's staff, coordinates the program.
