Rates of residential users also have . enjoyed' the benefit of contributions from the charges paid - by (1) long distance callers and (2) users of sophisticated business communications' services. ' ' To meet the contrived competition lm . posed by the FCC, your phone company will i have to charge each customer according to the actual costs of providing service. The , results will be tough on residential users, . rural customers and small businesses and especially so for retired folks and others . . living on fixed incomes.
