Milliken, Gover nor of the State of Michigan; and Bert Lance, director of the Office of Management and Budget in Washington, D.C. Convention delegates also had the opportunity to select from more than 80 workshop sessions presenting in formation and panel discus sions on problems and issues of interest to county governments.
