AUSTIN
POPLAR BRANCH. N. C. - Lela
Belle Hayman Austin, 86. of Poplar
Branch died Sunday afternoon at
U:M at her residence following a
afcort illness. She was a native of
Corolla. N. C.
She was the daughter of the late
William H. and Lillie Lewark
Hayman and the wife of the late Pell
Bwtus Austin. She was a member of
Ok Corolla Baptist Church.
; Survivors include three daughters,
Mrs. Alma Ruth Everett, Miss Helen
Louise Austin both of Poplar Branch
and Mrs. Grace A. Mead of Virginia

" Bennie "Boy" Marshall Lamb, 54,
or Route 1, Box 83, Belvidere, died
Thursday evening, March 22, from
injuries sustained in an auto accident
in Chowan County.
A native of Perquimans County, he
was the husband of Mrs. Christine
Bass Lamb and the son of the late
Bennie A. and Sophronia Boyce
Lamb. He was retired from Norfolk
Shipbuilding and Drydock Co. as a
Maintenance Foreman and was an
Army veteran of Korea.
He was a member of Rocky Hock
Baptist Church, the William Paul
Stallings Post of the American
Legion and the Suffolk, Va. Moose
Lodge.
Besides his wife, survivors include
a daughter, Mrs. Chris (Beverly)
Morris of Rt. 1, (Arrowhead Beach).
Edenton; a son, Terry Lamb of Rt. 1,
Belvidere; two sisters, Mrs. Jake
(Ellodia) Hathaway and Mrs. Leroy
(Artelia) Hobbs, both of Hobbsville;
and three grandchildren.
Graveside services were held
Sunday at 1:30 p.m. in the Lamb
family Cemetery, near Belvidere,
with Rev. George Cooke, Rev. Billy
Old and Rev. Donald Wagner
officiating.

' CHARLOTTE - Mr. Robert
Maxwell Kelley Sr.. 68. 1625
Woodbnrry Rd., Charlotte, died
Tuesday, March 20, at Mercy
Hospital in Charlotte.
Born July 12, 1915 in Goreville, 111.,
he was a retired accountant for
Welding Supply Co. in Charlotte. He
was a member of St. John's Baptist
Church.
Survivors include his wife Jennie of
the home; two sons. Rev. Robert M.
Kelly Jr. of Tyner, and Richard Kelly
of Charlotte; two sisters, Mrs. Leah
Weiss of Denver, Colorado and Mrs.
Jessie Smith of Goreville, 111.; and
four grandchildren.
Funeral services were held at II
a.m. Friday at McEwen West
Chapel. Burial was in Sharon
Memorial Park in Charlotte.
LILLEY
GATESVILLE ? Elm a Barnes
Lilley, 81, of Gartesville, N. C. died
Tuesday night at 11:32 o'clock in the
Elder Lodge, Edenton, after along
illness.
A native of Northhampton County,
she was the daughter of the late
Edwin Harvey and Elia Fleetwood
Barnes and the widow of the late
Glenn N. Lilley Sr.
She was a member of the
Gatesville United Methodist Church,
Harrell's Missionary Society,
Gatesville Homemakers Club and a
former Gates County Mother-of-the
Year.
She is survived by two daughters,
Mrs. Bob (Elia) Dorsey of
Hazelhurst, Ga. and Mrs. James
(Marie) Blaylock of Ft. Worth,
Texas; three sons, Glenn N. Lilley
Jr. of Rt. 1, Hobbsville, J. Harvey
Lilley of Hubert, N. C. and
Fleetwood Lilley of Clinton, S. C. .
Other survivors include one sister,
Mrs. Charlie Corbitt of Franklin,
Va.; ten grandchildren, four step
grandchildren, two great
grandchildren and two step great
grandchildren.
SKINNER
William Edward Skinner, 73, a
retired farmer and a native of
Perquimans County, died Thursday
in a hospital.
Skinner was a member of Bagley's
Legislative workshop held

Chapel Missionary Baptist Church in
Winfall, where he served as an
archdeacon of the deacon board. He
had been a former Sunday School
superintendent and teacher.
He was a past president of the
Perquimans County branch of the
National Association for the
Advancement of Colored People.
Surivivors include his wife, Emma
B. Skinner; five daughters, Nora S.
Taylor of South Hill. Va., Wilma S.
Wright of Jamaica, N. Y. , Edna S.
Worrell of St. Albans. N. Y. . Mary
S. Berry of Elizabeth City and Lillian
S.Dozier of Philadelphia.
Other survivors include six sons,
Wiliam A. Skinner of New York City,
Ronald E. Skinner of Norfolk, Va.,
Alexander Skinner, Carlton R.
Skinner and Reginald L. Skinner, all
of Landover, Md., and Michael P.
Skinner of Hertford; two brothers,
Richard D. Skinner Sr. of Camden
and Herbert L. Skinner of
Chesapeake, Va.; and 20,
grandchildrn.
The funeral was conducted at 2
p.m. Sunday in Bagley's Chapel
Missionary Baptist Church by the
Rev. Willie B. Moore.
Burial was in a local cemetery.
Stallings Memorial Chapel was in
charge.
Winslow to address National
School Board Association
Clifford S. Winslow, Chairman of
the Perquimans County School
Board, has been invited to be a
speaker at the annual convention of
the National School Boards
Associating to be held in Houston,
March 31-April3.
He will speak on the subject,
"What it takes to be an effective
board president."
The NSBA convention is expected
to attract about 15,000 persons,
including school board members,
superintendents, state and federal
education officials, and other

renovations to the kitchen facilities

Service news
Pvt. Joseph F. Pettus, son of Carol
E. and William E. Umphlett of Rt. 3,
Hertford, has completed the basic
field artillery cannoneer course
under the one station unit training
(OSUT) program at Fort Sill, Okla.
During the course, students were
taught the duties of a howitzer or gun
section crewman. They also recieved
instruction in communications,
maintenace and the handling of
ammunition and explosives.
NOTICE OF PUBLIC HEARING
TOWN OF HERTFORD
The citizens of the Town of Hertford are hereby informed that the Town
intends to submit a Small Cities Community Development Block Grant (CDBG)
application to the N.C. Department of Natural Resources and Community
Development. The Town will be requesting $750,000 to undertake community
revitalization and local option activifies. Proposed activities include:
1. King Street Revitalization Project (Phase III) - acquisition dis
position, clearance, housing rehabilitation and administration.

2. Local Option acquisition, disposition, clearance, relocation, and
administration.

In order to allow the citizens of Hertford to comment on the proposed
CDBG projects, the Town will hold a public hearing on April 9, 1984. at
7:00 p.m. at Town Hall. All interested citizens are invited to attend.
