"Hunt announces
]pilot housing
?program for area
2 A new pilot program developed by
* the North Carolina Housing Finance
^Agency which will enable a limited
^number of families earning $12,500
2and $18,500 to buy their first homes
'was announced today by Governor
?jim Hunt.
~ At today's 13.5 percent interest
grates, it would take an income of
^$21,000 to qualify to buy a $40,000
;* house. A combination of the new Pilot
^Homeownership Assistance
?^Program and a reduced interest rate
ijNCHFA loan will allow a family with
>an income of as low as $12,500 to
?I purchase this same house.
? The program will contribute up to
<?$100 monthly toward mortgage
^payments on a house. This
> contribution, which is the amount
? required so that the family never
? pays more than 28 percent of its gross
sH Income for house payments, is a loan
^ which will be repaid when the house
H is sold.
Approximately 50 families will be
assisted by the first round of the pilot
program. The program is targeted to
JJ counties in the far western and
g eastern parts of North Carolina,
5 areas which have been difficult to
J* reach with the NCHFA's regular
> home financing program. The Pilot
4 Homeownership Assistance
3 Program will also direct loans to
* counties affected by the March 28
! tornadoes.
S "I am very pleased to announce
; this new program, which I think will
be a way for us to serve families who
have been priced out of the housing
market by high construction costs
and high interest rates.
Potential homebuyers residing in
Cherokee, Clay, Macon, Graham,
Swain, Haywood and Jackson
counties may apply at Northwestern
Bank and Northwestern Mortgage
Co. offices in those counties. Persons
in Bertie, Gates, Hyde, Washington,
Tyrrell. Chowan, Hertford, and
Perquimans counties should apply at
C Wachovia Mortgage Company
offices in Greenville or Elizabeth
City. First American Federal
Savings & Loan will accept
applications from residents of
Columbus, Roberson, Bladen,
Sampson. Duplin and Scotland
counties. They have branches in
Clinton, Burgaw and Warsaw.
United Guaranty Residential
Insurance Company will provide the
mortgage insurance for the program.
The NCHFA was established by the
state legislature to provide mortgage
financing for low and moderate
income families at reduced interest
rates through the sale of tax-exempt
revenue bonds. The Agency also sells
bonds to provide financing to
developers of apartment complexes
for low and moderate income
persons, and operates a Home
Improvement Loan Program
designed for homeowners who want
to fix up their homes.
The NCHFA, which supports itself
without any tax money, issued five
bond issues totaling $216 million
during 1983.
NCHFA bond sales are approved
by the Local Government
Commission; bonds are sold on
behalf of the Agency by the Office of
the State Treasurer.
