The lower rate means a change in the monthly principal and in terest payment for a new $60,000 30-year level payment loan from $571.40 to 548.85, a $23 difference (figures rounded). For each half-point drop in the rate homebuyers need approxi mately $100 less monthly income to qualify for the loan, according to Karl Mendenhall, senior vice president with Cameron-Brown Company, the nation's ninth largest mortgage banker. Men denhall added that for every per centage point drop in the rate an estimated 1.5 million additional American families can qualify for a home loan. This is the fifth time this year the VA rate has dropped. The most recent drop - to 11 percent ? - came November 20. The all time high for the VA rate was reached September 14, 1961 at 17 1-2 percent. Mendenuhll said the latest drop in the rate "is most likely due to the fact that it didn't drop enough the last time to stim ulate the market properly. It means that this is an excellent time to buy a home." Interest rates on 30-year fixed rate conventional loans are cur rently ip the 10.75 to 11 percent rage. *100 REWARD FOR INFORMATION LEADING TO AR REST AND CONVICTION OF PER SON OR PERSONS RESPONSIBLE FOR THE SHOOTING AND MAIM MING OF A GRAY AND TAN CAT ON FRONT STREET WITH A .22 RIFLE ON OR ABOUT DECEMBER 22.
