Saltzman also suggested
that the conunittee give favor
able consideration to propos
ed low non urbanized areas
to use federal funds to pay to
the operational expense of
transit systems.
This would change the cur
rent regulations that allow on
ly urban areas of over 50,000
to use federal funds for oper
ating subsidies while those un
der 50,000 can only spend
their funds on capital equip
ment such as buses and shel
ters.

ago under a grant from the

regional training and research
center in the field of trans
portation.
The Senate subcommittee
on transportation is chaired
