GIVE NEGRO SECOND
CHANCE AT JOB, DR. DOW
DY TELLS NAVY MANAGERS
Charleston, S. C. ? The failure
of one Negro at a particular job
is no excuse for an employer not
to give another Negro a chance.
That was the message pre
sented last week by Dr. Lewis
C. Dowdy, president of A&T
State University, to a manage
ment institute at the Polaris
Missile Facility of the U. 3.
Naval Weapons Station here.
"Equal employment opportu
nity will never be successful if
we follow this course of action,"
said Dr. Dowdy. "What I can't
understand is that in the em
ploying of Negro personnel, it is
often felt that if one fails, we
cannot employ another."
Dr. Dowdy said the United
States has failed many times in
its attempts to reach the moon.
"No one," he added, "has sug
gested that we discontinue our
efforts, even though millions of
dollars are invested.
"The heart transplants were
not all successful and even here,
no one has suggested that we
discontinue this experiment,"
said Dr. Dowdy. "Why then
should we not pursue equal em
ployment opportunity with the
same determination and dedica
tion? I assure you that if this is
done, we cannot fail."
