FAYETTE COPELAND. j Director, School of Journalism University of Oklahoma nomocracy, moving ponderous IV. in its expression of the will of the majority, is effective ?nl\ when the people arc fully inform cil. A society which respects the rights and the dignity of the in dividual, which willingly pays the cost ill wealth and in lives to pro tort these rights and maintain this dignity, nntst be an informed society. Therein lies the vital function of the press recognized in its in fancy: therein lies the freedom of the press. The Am- rican press was scarce ly half a century old when it risk ed its very existence to warn the colonists of the rising tide of Hri tish legislation limiting the self government which had been nur tured since the settlement of JamestoWn and Plymouth. Its dramatic protest was focused on the Stamp Act. When an aroused public forced the government to repeal this act, the newspapers I continued their vigil. The press warned the people , of each aet which jeopardized their rights; news columns were opened to the famous committees of correspon dence. Step by step the newspa pers recorded and helped crystal lize the crowing sentiment which was to be expressed in the Dccla. ration of Independence. A grateful young nation, strengthening its government through a new constitution', roc-" ognized its continuing need for an aggressive press, and vv-ote into the Hill of Rights a clause guaranteeing freedom of the press. 'I hits the obligation to keep the public informed and the free dom to do so became inseparable in the tradition of the American press. This tradition continues today. When the newspaper records the vote in an election, the decision of a court, the minutes of a city council, the acts of the legislature, the budgets and expenditures of public institutions, it is fulfilling its obligation to inform the pub lic. The publisher may express his own opinion, he may -warn of neglect or malfeasance in office, he may praise sipnal achieve ment. But final judgment rests with the people, and their better judgment must be based on full and free information. Few there are who would ques tion the basic principle of free dom of the press. At the same time, many fail to recognize that such freedom is reflected through many, facets of our complex so ciety. A public official who, with ho'ds details of law violation or expenditure of funds or the dis cussion of institutional policy, is thereby limiting the free flow of information. Often the excuse is advanced that such matters arp "none of the newspaper's business." No newspaper prints news, whether it be sensational or routine, to satisfy its own curiosity. Nor will a newspaper willingly submit to the suppression or withholding of public information. The continued existence of our democratic .society goes hand In hand with a full end free flow of Information. And the press of America, in its colonial infancy, earned the right and accepted the obligation of keeping the public informed. Special New Section Foi Colored "Hilltop" off Lake Montonia Rd. ?
