Three Issues To Be Voted Three issues affecting cotton and one affecting peanuts will be voted on Tuesday, Nov. 23, by North Carolina farmers, • The issues are: Peanuts — 1. Whether to have arketing quotas for the next tliree years. Cotton — 1. Whether to have marketing quotas for the 1966 crop 2. Whether to allow transfer of acreage allotments by lease or sale outside of the county. 3. Whether an assessment of 15 cents a bale will be made lor the next thret? years to continue the support of th North Caro lina Cotton Promotion Associa- tion. Polling places will be designat ed by the Agricultural Stabili zation and Conservation Service. Eligible to vote are those who shared in the 1965 crop or who would have shared except their entire allotment was releasd (in the case of cotton). Each issue will resuire the ap proval of two-thirds of those voting to be adopted. The issue wliich would allow the sale or lease of cotton allot ments outside the county is a new one for Tar Heel fanners. Dr. Charles Brooks, extension economist at North Carolina State University at Raleigh, ex plained that provisions for this vote was ma<ie in the new farm program recently signed into law by President Johnson. Votes on this issue will be counted by county. An exainple: Mif two-thirds of the voters in X Hbunty approve the issue, and ness than two-thirds of the vot ers in y county give the issue their approvai, then farmers in X county, who can already trans fer allotments in the county, wili be able to sell or lease allotments on an adjusted yield basis out side of their own county. Grow ers in Y county may sell or lease allotments within their own county, as provided by law, but may not sell or lease their al lotments outside the county. On the assessment issue, cot ton producers will be voting to c mtinue the work of North .Car olina Cotton Promotion Associa tion. This will be the fourth such referendum since 1957. Each of the previous votes has been over whelmingly in favor of the self- assessment program. Chapman ffites Held Monday Funeral ritre for John Rufus Chapman, 67, of Fort Mill, S.
