Presi.lent .Nixon transferred
the Jof) Corj>s from the Office of
Ecunomio Opportunity this past
week to the Labor Depcir'ment.
With the shift, it was announc
ed that 50 Job Corps conserva
tion centers, two men’s urban
centers, and seven women’s cen
ters will he closed by July 1, 1960.
The closings are based on a rela
tively high incidence of dropouts
and insig>^‘1can‘ c'hange in the
achieveme/l levels experienced
, these .>9 centers. Some 17,000
youth ai'o involved in the center

the right to transfer to other Job
Corps centers.
The Administration proposes ‘o

tial Job Corps centers. Charlotte
is the only city in this State slat

In view of all the changes tak
ing place in the Job Corps pro-
gr.am nationally, the Stat eWel-
fare Department has been asked

outs between 16 and 21 for em

he delayed some four to six weeks
due to - he closing of the 59 cen-1
tors and the transfer of the 17.00rt
youths already enrolled in these
centers.
The State Department of Pub
lic Welfare has 11 Job Corps
counselors on its staff who will
continue ‘o interview and screen;
candidates in the 89 counties. At
the end of the past fiscal year,
1,195 male youths from North
'"arolina were enrolled in Job;
Corp^ centers across the country.!
During the past hwo years the.se
lob Corps counselors have com-
nlelod 4.663 applications for
training.

as North Carolina traffic fatal
ity number 375 for the year 1969.
You get number 376. His name
was listed first on the accident

Curiejs aiwmt the fellow who'
turned you into a statistic? Of
course, there was no way you
could have been. But, if you had
known what the compu'ers at i
the Motor Vehicles Building in'
Raleigh knew, you would prob-:
ably 1k‘ alive today. ;
You wouldn’t have been on the;
same hiighway with a man who
had been arrested four times in !
the last ten years for driving on
the wrong side of the road and ^
once for illegally passing on a
curve.
And 'hat’s not all. He’d be<m
arrested twice for following too
closely. He had been involved in!
two accidents. His license had
been revokcxl twice. !
Perhaps ironically, when ha
killed you. he did it with a valid
license to drive on the streets,
and highways of North Carolina.’!
His record had certainly indicat
ed ‘hat he would eventually kill
himself, and probably someone
else. And that record indicated
he would probably do t exactly
the way he killed you driving
on the wrong side of the road.
But North Carolina law said he
had a right to drive.
If it’s any consolation, you’
were not ■'he only innocent vic
tim of drivers who killed th-fm-

Including the one that got you,
those nine drivers had been in
volved in 22 accidents 31 ac
..•idents if you want to count the
las‘ one. There were a total ol
35 traffic law violations on their 1
driving records. Only one of thej
drivers had a clean record. An
other had nine convictions, in
cluding speedinij;, reckless driv
ing. drunken driving and driving
‘ffcr his license had been revok
ed.
Tj affic saiety officials feel that
something must be done to re
move the chronic traffic law vio
lator from the streets and high
way. But they hwen't found the
answer. Until they do they ad
vise responsible motorists to look
