On Cotton Vote
December 5 is the last day on
which ballots may be postmarked
or returned to the Cleveland Coun
ty ASCS Office in order to be
counted in the National Cotton
Referendum, accordin;; to Charles
J. Hamrick, Chairman of the
Cleveland County Agricultural
Stabilization and Conservation
Committee.
The referendum is being held
December l-.l, by mail, to deter
mine it cotton marketing quotas
will be in effect for the 1970 crop.
if two-thirds or more of cotton
growers voting in the refereniium
approve quotas, price- - support
loans and payments will be avail
able, and penalties will be applied
on cotton grown in excess of al
lotments. It quotas tail to receive
approval of two-thirds or more of
those voting, no penalties will be
applied on cotton grown in excess
ol allotment. No price-support pay
ments will be available. Price-
support loans at !50 percent of
parity will be available for pro
ducers who do not exceed their
cotton allotment.
If cotton marketing quotas are
approved, the national average
price-support loan rate for .Middl- j
ing 1-inch cotton at average lo- I
cation has been set at 20.25 cents •
a pound for the 1970 crop. The j
price-support payment rate will i
be 16.80 cents a pound on acreage |
planted within the comestit al- [
j lotment which is 65 percent of the |
: total farm allotment. Both loans ;
I and payments will be available to j
cooperators who sign up in the {
I upland cotton program for 1970 !
j and comply with its provisions. j

QUILTING SlILL AROUND
If one think.s quilting is a thing
' of the past, he's w rong. For 21
I Scotland County women recently
I turned out for an all day quilting
I parly taught by Mrs. Anna Mary
j Thomas, an active Extension
; homemaker.
I The ladies didn’t tackle a quilt,
, but they did learn the techniques
■ for making patchwork and reverse
I applique pillows, notes Ann M.
I Braswell, home economics Exien-,
sion agent.
They also agreed on two things.
;i)KEDS
One: Onci- (hr pillow.-- were fin-
ished, they would be u.sed strictly
lor decoralivr- i)urpo.sc.s and not
lor every day use. Two: ('(jiisider
iug the work involved, a per.son
would have to be "pri-lty sjiec-ial"
to rate a pat tiwork or reverse
ajjpliquc pillow from I Item.

Tax Forms
Out Early
Greensboro, N. C. — About three I
million 1969 Federal Income Tax j
forms for America’s farmers and
fishermen wdll be sent to them
around December 1, a month ear- I
Her than usual, the Internal Rev- j
enuc Service announced today.
All other taxpayers will receive
their packages about January 1.
A first for Internal Revenue, the
early mailing is an attempt to
assist the tarmers and fishermen
in taking advantage of options
open to them in filing returns
and paying their tax, IRS officials
said. J
Estimated tax forms, in a sep
arate package, will reach farmers
and fishermen about the same
date. In previous years, the esti
mated tax forms were included in
the income tax packages.
Farmers and fishermen have a
choice of filing dates: they may
elect to file and pay in full an
estimated tax declaration by Jan-
I uary 15, 1960, and file an income
, tax return by the April 15 dead
line; or they may elect to file only
an income tax return by February
16 and pay the tax due with the
return.
Like the other 77 million tax
payers expected to file tax returns
lor 1969, farmers and fishermen
will be using the new income tax
form 1040.
The form, which replaces both
the old form 1040 and the 1040A,
is a one-page, basic form to which
separate schedules can be added
to cover any tax situation.
