Unlversiil literacy—the dream tlint every naan should be able to read — was one of the shininK goals of the founding falhers of this country. Almost 200 years later that goal has not been met. "Reading for Everybody” is the theme of National Library Week which will be observed April 12- 18 in North Carolina and the na tion. Superintendent of Public In struction Craig Phillips has en couraged all school personnel and students to support this year’s observance and has noted that the theme is particularly meaning ful. In Cleveland County the library week coordinator is Mr.s. William Oreen of Shelby. i National figures show us that more than a quarter of the popu- ' lation is illiterate or nearly illit erate, he said. And about half of the unemployed youth, ages 16-21 are functionally illiterate, he add ed. Dr. Phillips said that U. S. Com missioner of Education James E.
