The blood bank will be at the Community Center from 11 until 5 p.m. SHELBY DAILY STAR Concurrent with the speedier pace of living, the emotional toll ol navigat ing crowded high'vays, more sedentary living and better diagnosis, heart dis eases have taken a high place among the nilmcnts which claim human lives. School Integration Ruling Is Confusing It is the natiu’e of man, when pro- I/lems are at hand, to flnrl v. a\s and means of overcoming them. Thus, the Heart Association w’as formed to spur rer.earch in the preven tion and cure of heart di.soase. A new push, or should we call it pressure, on school integration may or may not, result trom a ledcral judge's ruling last week, provided the order upheld by higher courts. The federal gaveriimeni, w hich was ordered to cn- lorce the law on cutting off funds to non-compliance districts, is expected to appeal the order because it doesn't want to enforce the law. ?Nonetheles.s, the order has resulted in an uproar, especially among thos(‘ chstricls wdiich were named by the fed eral judge as examples of districts whicli should be pro.sccuted. The districts aie rightly asking why they were not in formed of the court proceeding so they could protect their owm interests, and that is something we, too, would like to know. The only explanation—and it’s not a particularly good one—is that the dis tricts mentioned by name had pi'evious- ly been investigated and found wanting by the Department of Health, Education and Welfare. When the Nixon Adminis- Iration took over, any minor deficiencies w jro more or less swept under the rug, and many of those same districts were not hied they were in compliance. Re member, the Nixon Administration has beer comparatively soft on school in- I'gration, depending upon Professor Monyihan’s “benign neglect” theory and Mr. Nixon's reluctance to enforce the far-reaching standards of the Charlotte- Mecklenhurg case. The point here is that, under a previous administration, those districts now facing court-forced action might not have ever gotten by so long as they have. That these districts, such as Kings Mountain, were specifically named came as part of the NAACP’s evidence against the Nixon Administration. As such, they h ive been spotlighted under a white I'lOat. There is considerable doubt, of course, about the cotmectness of the alle gation that Kings Mountain and other dvslriots arc not in compliance with the Civil Rights Act and the court decisions which have modified and prolonged it. Although the order to the Nixon Ad ministration came from a court, it is executive administration of the law that i.s in question. In other words. Kings Mountain is not threatened with a court suit, but with court-ordered HEW inves tigation that can be just as bad, if not worse. The government in this instance, can be exnectcd to drag its feet as much as possible because President Nixon is slrongly again.st massive busing and the like, no matter what the courts say.
