Road Bill Introduced Legislation has been entered by Senator Craig Lawing and Representa tive Reid Poovey, Senate BUI No. 279 and Houae Bill SS , setting up a new for mula for the allocation of secondary road con struction In North CsroUna. The old formula was based on the number of miles of unpaved secondary roads In a county. Under the Lawlng- Poovey bills, this alloca tion will be changed to reflect all the secondary roade In a particular county whether paved or not. and the population of that county. Ihe rationale for thla change la that many of those roada In counties which are secondary and are paved need, by in- crea^ flow of traffic, to be widened, curbed, guttered, etcetera, and the population density In a given county gives a more accurate indication of the need for more secondary roads. Under the old plan, Cleveland County received from the secondary roads Amd $808,600. Under the new plan, that would be Increased by $149,700, making the new figure a total of $406,800
