Chief Lloyd said he
would give r the board
or personnel committee
until last Thursday or
Friday to give him an
answer on the budget
corrections. This was
after he, according to
the chief, had been ^>-
proached about ap
plying tor the Region C
Job.
Monday nl^t a week
ago the commissioners
voted to deny the chiefs
request to submit ap
plication for an in-
service grant from the
Law Enforcemewnt
Assistance Agency
(LEAA).
Commissioner
Norman King made the
motion to deny based on
wording In the contract
LEAA had provided In
which It was stated that
after the Initial grant
had run out that the city
would continue the
program using local
funds.
King said this
directive has never been
Included in any past
grant applications the
city has negotiated with
LEAA for. He said on
that basis he would not
obligate the dty tax
payers to continue a
program.
Uoyd said this Is a
standard contract from
LEAA and that aU of the
ones previously ap
proved have been
worded to the effect that
It would be a continuing
program.
“However, never In
the history of LEAA has
that agency ever forced
a community to con
tinue a program after
the Initial grant ex
pired,” Lloyd said.
“And LEAA has never
confiscated any
equipment from a
community which was
purchased with grant
money.”
Uoyd cited this as
another Incident of
Interference from
commissioners In the
operations of the police
department
“I’d like to know
what's so special about
the police department?
You won't find the
commissioners in
terfering with any other
department In the city
as it does this one,”
CSilef Uoyd said.
"It Is evident to me,
by the board’s denial of
the training grant, that
they have no desire to
see local police officers
trained. They seem to
feel that anyone off the
street can become a
police officer or that a
man or woman can
become police officers
when they can’t do
anything else,” Uoyd
said.
After turning In his
resignation. Chief Uoyd
said he recommended
that Capt J. D. Barrett
be "named acting chief,
then the board should
