Barrett upon completion of 1211 hours of advanced schooling and honored with an Advanced Law Enforcement Certificate from the Department of Justice of N.C. Criminal Justice Education and Training Standards Commission. Hayes join- ed KMPD Aug. 12, 1961 and has served nearly 24 years with the city. This project will require ex- penditures over the next several budgets and we have a job to do in working on our streets but we have a good foundation on which to build”’, he told the board. Of Kings Mountain's streets and roads, 63 percent are curbed and guttered, a high percentage for cities in the two Carolinas, said the Mayor. Moss said he will ask Superintendent of Public Works Wayne Kimbrell to determine the percentage of city streets in need of resur- facing and make up a list of priorities for the board’s con- sideration. He said he will also ask Kimbrell to study the city’s traffic patterns and recommend a method of routing the heavier traffic off roads not designed for heavy traffic. The city had to reroute a number of main utility lines because of recent ByPass construction, said Moss, who reviewed the need for a continuing program of street improvements, which he said, Hopetallys could get underway this summer. He said the city will investigate what he termed a ‘‘recycling’’ method and a very ‘‘ac- celerated’’ program of street resurfacing and general im- provements of streets on a “priortized”’ method over the next two and one half years. For its street mileage, Kings Mountain has a good percen- tage of sidewalks, said the Mayor, who asked that all citizens become ‘‘community watchers” and not allow motorists to park their vehicles on sidewalks, as he has observed on several occa- sions. Prior to his remarks, the commission adopted a resolu- tion to join Jimmy Falls of Kings Mountain in petitioning the state to widen Highway 161 (York Road) from two to four lanes because of increas- ing heavy traffic congestion in the area. The two lane por- tion of the road extends from the fence gate at Fredrickson Motor Lines to the 1-85 bridge. Mayor Moss said that Falls is developing land on the west side of York Road across from Fredrickson Motor Lines into commercial property and may eventually seek annexation into the city.
