building program. The new
roof would be of wood
truss/shingle and would cost
$9,000. The improved covered
brick arcade and entrance
would cost $5,000 and the 25
feet by 25 feet storage addi-
tion was estimated to cost
‘$12,509. The Board decided to
add a new brick veneer on the
north and south walls of the
existing building and to add
new concrete walk/entrance
at the front of the existing
building.
During a budget work ses-
sion, the Mayor pointed out
that a tentative budget lists
$158,048 in the general fund,
$37,464 in the utilities (water)
fund and $56,419 in the sewer
fund. McCarter said there
will be no increase in taxes,
that the 33 cents per $100
valuation tax rate will re-
main the same under the pro-
posed budget.
McCarter reported that
about one fourth of the rights-
of-way have been purchased
for the town’s new sewer
system at a total cost of
$7,855. He estimated that the
rights-of-way will cost ap-
proximately $50,000 when
completed. :
Replying to question of
former commissioner Harold
Herndon, McCarter said the
town had ‘‘no plans at the mo-
ment to extend water outside
the city limits.”” Herndon said
that persons living in the city
limits who need streets and
water pay Grover taxes and
should be considered before
“outsiders.”’
The Board approved $4,000
in capital outlay funds for the
Grover Fire Department and
said work would begin im-
mediately on remodeling of
the kitchen in the fire depart-
ment. The Board also aporoY.
ed payment of $7500 to Shelby
appraiser Ralph Gilbert who
appraised 65 parcels for
sewer system right-of-way;
$643.71 to Randle Brothers for
grading and culverts in Spr-
ing Acres; $1200 for food for
the Town Birthday. celebra-
tion and $778 for a D5 tapping
machine, which includes a
3/4 inch bit and drill holder.
McCarter reported that
donations from the Town Bir-
thday Celebration were

equally divided between the
Grover Fire Department and
the Grover Rescue Squad
which received $156 each. A
check for $10 was drawn to
the Town of Grover from G.S.
Martin and applied to the
general operating fund.
The Board approved the
appointment of Quint McCoy
and Kay Howell to serve on
the Town Board of Elections
upon recommendation of the
Elections Chairman Clyde
Randle.

at 7 p.m. Mayor McCarter
suggested that letters go out
to residents asking them to
attend the meeting and
decide if they want to spend
upwards of $75,000 for a new
recreation park which has
been an ‘‘educated” guess by
city officials. McCarter said
the “hold up” has been the
delay in report of an ar-
cheological survey which has
been promised since Feb. 28.
He said it would be another
month before that report
could be in hand.
