the possibility that Israel
may be denied its credentials
in the U.N. It’s enough of a
threat that at least two bills
are before Congress for
serious consideration that
would have the U.S. take ac
tion against the U.N. if such
a move should occur.
Dine appealed to the group
to write their congressmen
urging them not to sell
sophisticated weapons to
Jordan. He said to remind
representatives that Jordan
doesn’t recognize the Camp
David Accords and it is cur
rently buying ground-to-air
missiles from the Soviet
Union.
Other key points in Dine’s
address:
•There is a “draft” in
American . foreign policy.
Secretary of State is “pro-
Arab,” and believes the
Saudis are the key to peace
in the Mid-East.
-Foreign policy in the U.S.
today “is made through
foreign sales.”
Secretary of State Haig is
a “moderate influence” who
“knows that Israel is an al
ly.”
-The Joint Chiefs of Staff
believe that Israel embar
rasses the U.S. before the
Arabs. They can envision a
scenario where the U.S. con
fronts Israel, and a con
tingency plan has been
drawn.
-President Reagan’s feel
ing about Israel is
“favorable,” but he
delegates a lot. A “lack of
coordination” is the result.
His comments about
Lebanon were especially
timely considering the
widespread speculation
about Israel attacking PLO
sites. Dine noted that the
PLO is being supplied from
many sources, including
Russia directly.
He also spoke briefly on
the subject of terrorism and

Senator Levin Speaks Out
For Israel as a Strategic Ally
(Washington, D.C.)
“Israel has a reliable, stable
regime — and is a country
that we can count on,” said
Senator Carl Levin
(Democrat-Michigan) at the
third National Young
Leadership Conference in
Washington on March 15.
“Israel is in a very, very
critical position,” he noted.
“It is important in terms of
any problems in that area of
the world. Israel can be
counted on with any conflict
involving the Soviets. It
could take the U.S. a week to

that Begin is often regarded
by leaders as a “con-
fronter.” “But he is duly
elected,” Dine shot back.

blow to our strategic rela
tionship with Israel.”
The senator said that
energy dependence “still
looms high.” He reminded
the audience that it took
decades to get an energy pro
gram going, “but it’s now be
ing dismantled. We’ve got to
be free of OPEC oil. We need
to pursue an energy pro
gram.. .including alter
natives to imported oil. And
we need to make full use of
Israel as a strategic ally.”
