Some received mortgages to ac quire new flats in cities with mixed populations. Others were given loans to build in Arab villages. In Haifa this year the ministry will help a further 170 Arab families to improve their housing conditions. By Herbert G. Luft NEIL SIMON did it again. His latest screen- comedy, “Max Dugan Returns,” has all the ingredients for a suc cessful motion picture: a brilliant script, a seasoned director, Herbert Ross, who had guided such Simon hits as “The Sunshine Boys,” “The Goodbye Girl” and “California Suite;” and Jason Robards in the title role as a richly phrased character, ex-con Dugan, who seeks out his widowed daughter (Marsha Mason who is also Mrs. Simon), his grandson (newcomer Mat thew Broderick who most recently made his stage debut here in another Simon play), and Donald Sutherland as the woman’s boy friend, who happens to be a police officer. They col laborated to make this a delightful comic fable about gifts from heaven and earth. MEL BROOKS portrays the character created by the late Jack Benny in Ernst Lubitsch’s screen farce of 40 years ago. “To Be Or Not To Be,” the pompous head of the Bronski Theatrical group who inadvertently becomes involved in an outrageous scheme to save the Polish underground in WWII Poland. Anne Bancroft por trays her real life part, the wife of Brooks. Also in the cast of the picture, now before the cameras at 20th Century Fox, are Jose Fer rer, Tim Matheson, Charles Durning and Christopher Lloyd. Alan Johnson directs, from a screenplay by Thomas Meehan and Ronny Graham that, hopefully, will not take too lightly the plight of those caught in the trap of Nazi aggression. “MY DARLING SHIK- SHA,” now before the cameras in New York, is the objectionable title of a film being produced and directed by Israeli showman Menachem Golan for his own Cannon Company. SAM JAFFE, at 92, is the oldest active actor in Hollywood. A native of New York, he was born into a show business family. His mother was an actress on the Yiddish stage. With his wife, the 55-year-old, extremely beautiful Bettye Ackerman, he co-starred for years in the TV series "Ben Casey.” The veteran performer is an ar dent supporter of the State of Israel.
