Some members of Congress have opposed develop ment and deployment of the Arrow system beca'use it would not provide 100% protection. However, without the Arrow, both Israel and the United States would remain completely vulnerable for the foreseeable future to possible missile attacks by rogue states such as Iraq, Iran, Syria or hostile terrorist groups. Ask your candidates for the House or Senate whether they believe that US should continue to work with Israel in the develop ment and deployment of the Arrow to defend both countries against missile attacks. 7. Domestic Issues: School Vouchers and Tuition Aid Congress has approved the establishment of vouchers which parents in the District of Columbia could use to pay for the education of their children at the school of their choice, public or private, .sec ular or parochial. Similar mea sures have also been passed by individual states, subject to court challenges by those opposed to any government funding to parochial schools. The Clinton Administration has vigorously opposed all voucher measures, as well as Republican proposals to create a special tax-free savings accounts which parents could use freely to finance their child’s edu cation. Ask your candidates for federal and state offices whether they sup port vouchers or other forms of government aid to parents who choose to send their children to a private or parochial school, such as a yeshiva or day school. 8. The Release of Jonathan Pollard For the past fourteen years, Jonathan Pollard has languished in federal prison, under unusually harsh conditions, for giving classi fied US intelligence information to Israel. The Israeli government recently acknowledged that it was responsible for Pollard’s actions and has repeatedly asked for Pollard’s release. Pollard has suf fered far harsher punishment than any other spy convicted of similar offenses, even on behalf of coun tries that were hostile to the US. Because the US government has never announced its reasons for continuing to hold Pollard many Jewish organizations now believe that he has been singled out for harsh treatment because he is Jewish and/or because he was working for the State of Israel. Ask your candidates for the House or Senate whether they believe that Jonathan Pollard should now be released from fed eral prison and sent to the State of Israel, where he is now a citizen. 9. Religious Rights Act Recent US Supreme Court deci sions have significantly weakened the traditional legal protections enjoyed by all forms of religious observance in the face of govern ment regulation. Ask your candidates for the House or Senate whether they sup port legislation to restore the pro tection of all religious practice against encroachment or limita tion by government regulation. 10. Tax Reform Many Republicans and some Democrats are endorsing “flat tax” proposals that would eliminate the charitable deduction, or tax rate cuts which would reduce the value of the charitable contribution tax able income deduction. If your candidates for the House or Senate are advocating a tax reform or reduction, ask them how their proposal would impact Jewish and other institutions dependent upon the charitable donation tax deduction. ^ The National Council of Young Israel is the central spokesman and parent body for the Young Israel movement, representing 200 Orthodox synagogues throughout North America and in the State of Israel.
