increase her armaments, to the extent
that her navy and army will be able to pro
tect her far flung empire and dominate
Europe.
Great Bditain has found that if she con
trols Europe she must put out the money
and increase her war strength, for there is
no telling what combinations may be made
against her. She has found that Italy is
liable to do something to affect her prestige
and to threaten her defense in Africa as
Mussolini has done in Ethiopia, and Ger
many is likely to do something in Europe,
that will not altogether sustain her reputa
tion as mistress of the sea and the land.
England has found that they do not "sit
up and take notice" when she speaks as
they once did, and so she is getting ready

armament, but that has not contributed to
her power to make good her threats. When
she told Mussolini what to do, he paid no
attention, and when she talked to Franco
the insurgent commander of Spain about
fooling with English shipping he told John
Bull that food stuffs were contraband of
war, and England announced that her ships
must obey the rule not to move into terri
tory commanded by the insurgent vessels
for the purpose of conveying food to the
starving inhabitants of the besieged Span
ish cities, and they did not venture into
the troubled waters.
Some people are of the opinion that Eng
land's ministry is too weak to be pugna
cious, even if it had the equipment to com
pel the other countries to bow to her will;
but certain it is that so far her threats have
amounted to nothing and the little countries
of Europe make faces at her and do as they
please.
And Uncle Sam has awakened and decid
ed that it is best to prepare for eventuali
ties, and all the work that has been done in
the way of reducing armaments is now in
the discard, and President Roosevelt real
izes that we have a tremendous shore line
to protect, and with insufficient armament
to do it effectually. He proposes to streng
then our defenses and increase the number
of ships in our navy, and the fleet goes off
into the Pacific for battle practice, and evi
dently Japan will be awed by so much fight
ing splendor and cease to crow as loud as
she has about taking over the Pacific and
dominating that vast expanse of water.
