BILLY RESIGNS AP—Feb. 28—A tearful Billy Carter, under heavy fire recently from the media for his controver sial behavior, today resigned as the President’s brother. The news did not come entirely as a sur prise, since the White House has been denying for days a rumor that Billy would step down. The resignation came at nine o’clock yesterday morning, when Gerald Rafshoon delivered by hand Billy’s personal letter to the President. At a news conference later in the day, the President said he had accepted the resigna tion “reluctantly.” It is not known when the President will appoint a new brother, but sever al names have been mentioned as possible candidates. Informed sources high in the Administra tion say the selection process is well under way, and mention such prominent figures as Larry Flint, George Plimpton, and Willie Mays. Ruled out, however, were former Presidents Nixon and Ford, and potential primary adversary Jerry Brown. Raf shoon denied that pressiTre had been applied to Billy from within the administration, and charac terized it as “a personal decision. He just didn’t want to prolong the national agony any furthef,” Rafshoon said.
