The Designated Driver Program is ready to begin, said Rhoades. Under this concept, "one per son in a group of three or more people may voluntarily declare himself/herself a designated driver; This driver is then entitled to free soda, provided that he/ she doesn’t drink alcohol, for the remainder of the time spent in the establishment," said Rhoades. He said area nightclubs and bars are really interested be cause "with the new alcohol laws they have gotten a bad stereo type." There has been such attention drawn towards drinking and driv ing that it has really hurt their image, said Rhoades. He emphasized that the pro gram's purpose was not to en courage drinking, but to dis courage irresponsible drinking and driving. "By doing this we*re not just encouraging people to go out and drink," he said. "This program brings students back out, but it brings them out in a safe way and a responsible way. It will encourage responsible drinking," said Rhoades.’* Several owners of local clubs like the idea and have agreed to support it. It is an excellent program, said Jeff Burleson, co-owner of Mack Kell*s. "It can't do any thing but help protect us le gally." According to an announcement submitted to the Blue Banner of fice, this is not an annual event but a once-in-a-lifetime chance to clear up records and guilty consciences before a com puter with a relentlessly per sistent memory grabs hold of both. Bill Hendon sponsored a public meeting Oct. 28 on the proposed construction of a permanent underground repo sitory for high-level nuclear waste in western North Carolina, and Hendon vowed to "fight against it with all his resour ces ." The meeting, held in Hender sonville at Blue Ridge Technical College, is one of a series held at various locations across wes tern North Carolina since July, 1983, and was attended by about 150 people. Neal Rhoades, SGA president at UNCA, said he and the SGA presi dents at Western Carolina Uni versity and Appalachian State University are trying to develop a formal statement or protest against the construction of a nuclear waste repository in wes tern North Carolina. The Nuclear Waste Policy Act of 1982 authorized the Depart ment of Energy (DOE) to con struct the first permanent repository and reseach possible sites for the second. The act requires the DOE to find a loca tion that will remain stable for at least a thousand years, and some experts have raised doubts about the actual stability of geologic formations in this area.
