to clean up toxic waste dumps. Superfund is
now going bankrupt, and cleanup of industrial
waste sites is now falling upon the taxpayers
rather than the polluters.
After a lengthy process and input from over
one million citizens (90% in favor) the Clinton
Administration produced the Roadless Rule,
which was designed to protect 58 million
acres of our national forests from road build
ing, thus preserving these wildlands from
the chain saw and bulldozer. When Bush
took office, he ordered suspension of this
rule, but was subsequently forced to retract
his suspension under public pressure. The
Bush Administration then refused to defend
the Roadless Rule in court against big timber
and other special interests. It later proposed
modification of
this rule that
would cede this
protection of our
national forests
to individual
state governors,
who would
actually have
to petition the
Administration
to protect nation
al forests in their
states from road
building and
development.
Thus, many
State governors would be up against tre
mendous pressure from industrial lobbyists
and political donors to oper> these forests to
exploitation.
A particularly polluting and destructive
process supported by the Administration
is mountaintop mining, in which literally
the entire mountaintop is strip mined for
coal, with the mining waste dumped into
nearby valleys and streams. Scientists form
the Forest Service, EPA and other agencies
have years of documentation showing the
destructive impacts of this practice on streams
and forests, yet the Deputy Secretary of the
Interior (a former mining company lobbyist)
has championed this practice and weakened
environmental protection of Appalachian
streams.
The industrial production of hogs, poultry
and cattle involves confining and feeding large
numbers of animals in small, enclosed spaces.
This industry has caused massive pollution
incidents that have dumped huge amounts of
manure and urine into streams, causing toxic
algae blooms, fish kills, and high levels of
disease-causing bacteria, and these animal
factories have caused air pollution that injures
human health in nearby communities. The
Clinton Administration had developed a set
of modest rules to reduce pollution from this
industry. However, under pressure from agri
business the Bush Administration decimated
these rules, allowing this industry essentially
freedom to pollute, without even having to
monitor their and report pollutant levels in
their discharges.
This administration has sadly misused
science in making environmental decisions.
They have ignored, stifled, or punished career
government researchers who are pledged to
use the best unbiased data when dealing with
the use and fate of our natural resources.
The contempt that the Bush Administration
has for honest research was demonstrated
this year when over 4,000 scientists, includ
ing 125 members of the National Academ
of Sciences and 48 Nobel Prize winners
(both Republicans and Democrats) took tk
unprecedented step of signing a petition pro
testing the misuse, distortion, an suppression
of sound science by the Administration in
making politically based decision making Id
regards to human health protection, habitat ‘
protection, endangered i
species protection,
global warming and
other issues. Several
high level career pro
fessionals in govera-
ment agencies have
resigned in protest of
Administration inter
ference in their regu
latory efforts, while
on the other side of ,
the coin some Bush
appointees who were
instrumental in weak-
ening environmental
protection laws have
now taken jobs with the very industries they
were supposed to regulate.
The Bush Administration talks much about
“streamlining” environmental regulations.
Their idea of streamlining has been to reduce
the ability of citizens, scientists, and even
government r^ulatory staff to provide input
or legal challenges when the Administration
favors industry projects that will impact pub
lic health and our natural resources. The Bush
and Cheney campaigns, in turn, have received
millions of dollars in contributions from rain
ing, power, timber and other industries that
exploit these same resources. The League of
Conservation Voters gave Bush a grade of “F”
for his 2003 environmental performance, the
only president to have been given such a poor
grade by this organization. A more in-depth

On Earth Day Mr. Bush is fond of appear
ing for a photo opportunity with hatched
in hand, clearing a trail, or telling reporters
the names of the trees on his Texas estate.
However, when it comes to conserving out
natural resources or protecting the health of
our citizens from pollution, his administration
has demonstrated a neglect and antagonism
that is shocking in comparison with previ
ous administrations, both Republican and
Democrat.
